Confirm eligibility and building use: Check whether the facility will be used for live performances such as music, dance, theater, musicals, or Korean traditional music for 90 days or more per year or 30 or more consecutive days, and whether the performances accompany product sales or advertising. Before signing a lease, check the building register for venue use (Class 2 neighborhood living facility if the total floor area is under 500 m², cultural and assembly facility if larger) and any illegal-building notation.
- 02
Check facility standards: Confirm that stage facilities including lighting and sound, and soundproofing, are in place. Venues without a ceiling over the seating area may omit soundproofing, and venues with 1,000 or more seats must install a fire curtain on the stage unless exempted by the Minister of Culture, Sports and Tourism.
- 03
Schedule design review and pre-registration safety inspection: If the total number of independently driven stage machines and devices above and below the stage is 40 or more, obtain a design review from a stage facility safety diagnosis agency before construction. Every venue must pass that agency's safety inspection before registration and attach the result, so the inspection should be timed to the opening schedule.
- 04
Prepare the facility installation statement and drawings: Prepare the facility installation statement divided into stage overview, seating, lobby, dressing rooms, stage machinery, lighting, sound, and video, and align the floor plan and layout plan and the documents proving ownership or right of use of the property (lease agreement, etc.) with the application.
- 05
Draft the disaster response plan: Include all required items: duties and management organization of the facility manager, prevention of crowd crush accidents, safety management during installation and dismantling of stage facilities, emergency measures and contacts, fire prevention and casualty prevention measures, and safety management costs, safety organization, safety training, and evacuation guidance. Venues with 500 or more seats must budget at least 1% of venue operating costs as safety management costs.
- 06
File the registration and manage obligations afterward: Submit the performance venue registration application with attachments to the city, county, or district office while reporting the current-year disaster response plan, respond to any supplementation requests, and receive the performance venue registration certificate. Afterward, manage change registrations, the report of the following year's disaster response plan by December 31 each year, and the periodic safety inspection due every 3 years from the registration date.

If, after signing the lease and finishing interior construction, the building register shows an unsuitable use or an illegal-building notation, registration may be refused even though the facilities are in place, so check the building use and any violation notation before signing the lease.
