From them, we selected four that directly touch civil-petition procedures such as registration, permits and licenses, and veterans' benefit reviews. The deadline for submitting opinions on all four is November 9.

## 1. Drone registration by proxy allowed: draft amendment to the Enforcement Rule of the Aviation Safety Act
- What changes: A procedure is established so that an ultralight flying device (drone) can be registered not only by the owner in person but also through a proxy (draft Article 301). In addition, "forest pest control and patrol" and "cargo transport for forest protection projects," which are of low urgency, are removed from the uses that receive a flight-approval exception when the state or a local government flies a drone for urgent public purposes (draft Article 313-2).
- Background: The Ministry of Land, Infrastructure and Transport stated that, as of 2025, 790,000 people hold a pilot qualification and 75,000 aircraft are registered. It also cited the diversification of purchasing methods, such as online purchases, as a reason for introducing proxy registration.
- Who is affected: Individuals and businesses who buy a drone and must register it, and cases where the seller or an in-house staff member handles registration on the owner's behalf

## 2. Disability grade criteria relaxed for persons of distinguished service: finger loss and arm/leg joint impairments
- What changes: Among the disability grade criteria in the Enforcement Decree of the Act on the Honorable Treatment of and Support for Persons of Distinguished Service to the State, the grade criteria for partial finger loss and arm and leg joint impairments are relaxed and adjusted to be consistent with the disability grades for other body parts. The descriptions of impairments and the measurement methods are also stated more clearly.
- Background: The Ministry of Patriots and Veterans Affairs stated that it took into account changes in the social environment, advances in medical technology, and the main patterns of injuries and illnesses among military personnel.
- Who is affected: Applicants who are persons of distinguished service to the state or persons eligible for veterans' compensation and who have received, or are about to receive, a disability grade determination for finger loss or joint impairments of the shoulder, elbow, knee, etc.

## 3. 50% reduction in rural road occupancy fees for resident-participation power generation facilities
- What changes: This is a draft amendment to the Enforcement Decree of the Rural Roads Improvement Act. A new obligation is created to hear the opinion of the agricultural production infrastructure manager under the Rural Community Improvement Act when granting a permit to occupy a rural road (draft Article 11(8)). For resident-participation power generation facilities under Article 27-2 of the Renewable Energy Act, the rural road occupancy fee is reduced by 50% (draft Article 11-2(2)).
- Who is affected: Power generation businesses applying for occupancy permits to install power lines, conduits, etc. on rural roads, and village-level resident-participation solar power businesses

- Administrative agent's note: Once the opinion-hearing procedure is introduced, sections that overlap with agricultural infrastructure such as irrigation and drainage channels alongside roads will require one additional step of permit review. Businesses preparing for an occupancy permit should check in advance whether their route overlaps with agricultural infrastructure, and if the project meets the resident-participation requirements, also confirm whether it qualifies for the reduction.

## 4. Registration standards and sanctions eased for environmental measurement agencies: Enforcement Rule of the Environmental Testing and Inspection Act
- What changes: This is a draft amendment to the Enforcement Rule of the Act on Testing and Inspection in the Environmental Field. Type-approved environmental measuring instruments will be able to obtain duplicate registration for each measurement range with only the mandatory inspection, and moisture meters for air emission gas and the greenhouse gas field will be added to the scope of type approval. For measurement agencies, the mandatory equipment for registration in the "inorganic substances" category of the air field will be reorganized, and "sediment" will be added as an optional item in the water quality field. When a quality-control nonconformity is determined, a first-step warning is added to the sanctions, easing them, and vehicles from other fields may be shared for noise and vibration measurement.
- Who is affected: Measurement agencies, manufacturers and importers of environmental measuring instruments, and environmental measurement analysts
