Building Sanitation Management Business Report — Equipment Standards and Filing Documents for Cleaning Service Businesses
To clean buildings and facilities on behalf of others to keep them clean and purify indoor air, you file a business report as a building sanitation management business under the Public Health Control Act with the mayor, county head or district head. You must meet the equipment standards and complete hygiene training (3 hours) before filing, and operating without a report is punishable by imprisonment of up to 1 year or a fine of up to 10,000,000 won.
Procedure
1. Meet the equipment standards
Prepare at least 2 floor polishers with a diameter of 25cm or more, at least 2 vacuum cleaners for water and dust collection, safety belts, safety helmets and ropes, and measuring equipment for dust, carbon monoxide and carbon dioxide. If you only clean office buildings with a total floor area under 3,000㎡ or mixed-use buildings under 2,000㎡, the measuring equipment is not required.
2. Arrange the business premises and equipment storage
Public health business premises must in principle be separated from other uses by walls or floors or partitioned. A building sanitation management business does not need separation or partitioning if it stores its equipment in a space independent of the business premises.
3. Complete hygiene training
Complete 3 hours of hygiene training before filing the report. If you cannot attend in advance because of a natural disaster, illness, an overseas business trip or the training body's circumstances, you may complete it within 6 months after filing, and you must take it every year while operating.
4. File the business report with the district office
Submit the business report form with a business facility and equipment summary and a document proving the right to use the premises (such as a lease) to the city, county or district office with jurisdiction. The official checks the building register and land use plan confirmation electronically, and the report certificate is issued immediately. If the facilities need to be checked, this is done within 30 days after issuance.
5. Change report and closure report
File a change report if the trade name, business address, business area (an increase or decrease of one third or more), or the representative's name or date of birth changes. If you close the business, report it within 20 days from the closure date; closure cannot be reported during a business suspension period.
