Campground Business Registration Standards and Documents — 15㎡ per Tent, Buildings Under 10% of Floor Area
Under the Tourism Promotion Act, a campground is a campground business, one of the tourist facility businesses, so it must be registered with the Mayor of a Special Self-Governing City, the Governor of a Special Self-Governing Province, or the head of the city, county or district before operating; it is divided into general campground business and auto campground business. Under Annex 1 of the Enforcement Decree, a general campground needs at least 15㎡ of camping space per tent and an auto campground at least 50㎡ per vehicle, and the total floor area of buildings on the campground must be less than 10% of the entire campground area. After registration, the operator must take out liability insurance or mutual aid before starting the business and must observe the safety and hygiene standards in Annex 7 of the Enforcement Rule. Operating a campground business without registration is punishable by imprisonment of up to 2 years or a fine of up to 20,000,000 won.
Procedure
1. Review the campground type and location
First decide whether it is a general campground business where guests pitch tents, or an auto campground business where guests park a car and set up camping equipment beside it. The site must be free of risks of flooding, washout, isolation, landslides and falling rocks, and in a conservation management area or a conservation green area all additional requirements must be met, such as a total area under 10,000㎡ and a total building floor area under 300㎡. If use of the land requires a permit or approval under other laws, obtain it first.
2. Lay out facilities to meet the registration standards
A general campground needs at least 15㎡ of space per tent, sewage facilities and toilets, and a vehicle lane for transporting guests in an emergency. An auto campground needs at least 50㎡ of camping space per vehicle, water supply, sewage, electricity, toilets and cooking facilities suited to its capacity, and a road of at least one lane up to the entrance with space for vehicles to pass each other. In both cases, secure fire extinguishers, emergency alert equipment, shelters and evacuation routes, and a manager on site during opening hours, and keep changes to the land's form to a minimum.
3. Prepare electrical, gas and water quality certificates
Have the electrical installations inspected before use and prepare the inspection certificate, and have any liquefied petroleum gas facilities pass the completion inspection for use facilities. If groundwater or any water other than tap water is used for drinking, a water quality test report from a drinking water testing institution is required. Also prepare the facility floor plan, site layout and the list of campground facilities at this stage.
4. Submit the tourism business registration application
Attach the business plan and supporting documents to the tourism business registration application and submit it to the competent city, county or district office. The office checks the corporate registration certificate, the real estate registration certificate and the LPG use facility completion inspection certificate through shared administrative information, and issues a tourism business registration certificate if the registration standards are met.
5. Take out liability insurance and manage safety during operation
After registration and before starting the business, the operator must take out liability insurance or mutual aid covering disasters and safety accidents at the campground; the standard coverage is up to 100,000,000 won per person for death (minimum 20,000,000 won) and up to 100,000,000 won per accident for property damage. During operation, inspect the facilities for safety at least once a month, submit the checklist to the city, county or district office every half year, and keep it for at least 2 years. The operator and managers must complete safety training at least once a year.

Check these first
- Before buying or leasing land, check the risks of flooding and landslides, the zoning, and the 10% building floor area rule. If the facilities turn out not to meet the standards after construction, registration will be difficult.
- Even after receiving the registration certificate, do not start operating before taking out liability insurance or mutual aid. Coverage is mandatory before the business starts.
