Operators of children's facilities must give their staff child safety education, including hands-on first aid practice, every year, and may entrust this education to a child safety education institution designated by the Minister of the Interior and Safety. An organization seeking designation must secure a full-time qualified instructor, a classroom with a floor area of at least 60 m² and training equipment, then submit the designation application with its articles of incorporation, business plan and proof of staff and facilities to the Minister. The processing period stated on the form is 1 month.

Procedure

  1. 1. Check the designation standards

Article 2 of the Public Notice on the Designation of Child Safety Education Institutions requires at least one full-time qualified instructor and at least one dedicated administrative staff member, plus at least one assistant instructor if practical training is given to 20 or more trainees. The instructor must be a physician, a nurse or level-1 emergency medical technician with at least 2 years of emergency-care-related experience, or a level-2 emergency medical technician with at least 3 years of such experience (Annex 1 of the Notice). The facility standard is at least one classroom with a floor area of 60 m² or more, which may be adjusted in proportion to class size if each course is limited to fewer than 20 trainees.

  2. 2. Prepare training equipment, curriculum and materials

Annex 2 of the Notice sets, for 20 trainees, 5 each of infant, child and adult manikins (15 in total), 5 training AEDs, 20 face shields, 5 sets of splints, triangular bandages and roller bandages, and 1 first aid kit, and the equipment must be kept in the classroom at all times. The curriculum and materials must cover emergency response procedures, first aid theory and hands-on practice including pediatric CPR, and be led by the qualified instructor. To deliver theory online, a system with trainee identity verification, learning history records and concurrent login prevention is also required.

  3. 3. Draft the business plan and supporting documents

Prepare the articles of incorporation or equivalent operating rules and a business plan covering course operation and trainee recruitment. Prove staffing with the instructor's license or certificate, career certificates and employment records showing full-time work, and prove facilities and equipment with the classroom lease and floor plan and equipment purchase records and photos.

  4. 4. Submit the application and receive the certificate

Submit the application under Form No. 1 of the Enforcement Rule of the Act on the Safety Management of Children to the Minister of the Interior and Safety; there is no fee, and the corporate register is checked by the official through shared administrative information. If the standards are met, a designation certificate under Form No. 2 is issued and the designation is announced on the Ministry's website.

  5. 5. Manage operations after designation

The Minister may request the previous year's training results, the current status of staff, facilities and equipment, and curriculum and material information. Failing to meet the standards or to follow training methods can lead to measures from a 1-month business suspension for a first violation up to revocation for a fourth or later violation, so replace departing instructors or lost equipment promptly.

Checked against the statutes on

Statutes and public notices change, so each case needs to be checked individually. Statute titles are given in English for reference. The Korean statutes are the authoritative text.

Check these first

  • Training equipment must be kept in the classroom and available for use at all times (Article 3(3) of the Notice), so storing it elsewhere or borrowing it only when needed may cause problems in meeting the standards.
  • The instructor must work full-time, so a contract with an outside instructor appointed per lecture makes it hard to prove the staffing standard. Prepare documents showing full-time employment before applying.

Frequently asked questions

Where do I apply for child safety education institution designation?
You apply to the Minister of the Interior and Safety. Under Article 8(2) of the Enforcement Decree of the Act on the Safety Management of Children, the designation application is submitted to the Minister, and a designation certificate is issued if the standards are met. The processing period stated on the application form is 1 month.
What qualifications must a child safety education instructor have?
The instructor must be a physician or a nurse or emergency medical technician with emergency-care experience. Nurses and level-1 emergency medical technicians need at least 2 years, and level-2 emergency medical technicians at least 3 years, of work related to emergency care such as ambulance service, hospital work or first aid teaching. At least one such instructor must work full-time.
Can we be designated if our classroom is smaller than 60 m²?
Yes, under certain conditions. Article 3(2) of the Notice allows the classroom area to vary in proportion to class size if each course is limited to fewer than 20 trainees. In that case, the course capacity in the business plan must match the classroom area.
Can child safety education be run entirely online?
No. Only the theory portion may be delivered online, while hands-on first aid practice including pediatric CPR must be in person. The education must total at least 4 hours a year, including at least 2 hours of practice.
When can a child safety education institution designation be revoked?
Designation obtained by false or fraudulent means is revoked outright. Failing to meet the standards, issuing completion certificates to people who did not complete the education, or not following the required training methods leads to a 1-month suspension for a first violation, 2 months for a second, 3 months for a third and revocation for a fourth or later. For failure to meet the standards, a one-time order to correct may be issued before any measure.
