Natural Disaster Private Property Damage Report — 10-Day Reporting Period and Required Documents

If your home, farmland or facilities are damaged by a natural disaster such as a typhoon, heavy rain or heavy snow, you must file a damage report within 10 days from the date the disaster ended in order to be considered for support. You can report at the city, county or district (si/gun/gu) office, at the eup, myeon or dong community service center, or online through National Safety 24 (Gungmin Anjeon 24). Photos taken before restoration are the most important evidence.

Procedure

  1. 1. Take photos before restoration

Before starting to clean up or repair, photograph the overall view, the damaged parts and the flood water level from several directions. If restoration has already begun, collect photos of the restoration process and receipts for construction and purchase costs.

  2. 2. Check the reporting period — 10 days from the end date of the disaster

The reporting period is, in principle, within 10 days from the date the disaster ended. The local government announces the end date of the disaster, so check both the notices and the text messages from the city, county or district (si/gun/gu) office for your address.

  3. 3. Fill in the report item by item

Enter, item by item, the place of damage, how it occurred, the type of facility, the form of damage, the area and quantity, and whether it has been restored and at what cost. Each type of damage, such as housing, farmland, crops, greenhouses, livestock sheds, fishing boats and aquaculture facilities, is entered separately.

  4. 4. Local government verification after filing

Submit the report to the city, county or district (si/gun/gu) office or the eup, myeon or dong community service center, or file it through 'Private Property Damage Report' on National Safety 24. Online, the report is treated as filed only when the final submission step is completed. The official in charge then checks the site and decides whether support will be provided.

Required documents

  • Private property damage report form
  • Photos of the damage (overall view, damaged parts and flood water level before restoration)
  • If already restored: photos of the restoration process and receipts for construction and purchase costs
  • Identification and a copy of the bankbook for the account to receive the support payment
  • Agricultural, livestock or fishery damage: materials on facilities and livelihood, such as agricultural business entity registration (if applicable)
  • Aquaculture facility damage (excluding seaweed): reports of stocking, shipment and sale of fish, shellfish and fishery seeds, sales slips and seed purchase documents (support is provided only where the stocking and shipment reports were filed before the disaster)

Fees

There is no fee for the damage report itself. In the industry, fees for drafting the report and a statement of circumstances generally run from tens of thousands of won to several hundred thousand won and vary depending on the number of damage items and the volume of materials to be organized. We will advise after reviewing the damage in a consultation.

Legal basis and review date

  • Regulations on Standards, etc. for Bearing Costs of Natural Disaster Relief and Recovery, Article 9
  • Regulations on Standards, etc. for Bearing Costs of Natural Disaster Relief and Recovery, Article 8
  • Guidelines for Natural Disaster Investigation and Recovery Planning, Article 3

Checked against the statutes on

Statutes and public notices change, so each case needs to be checked individually. Statute titles are given in English for reference. The Korean statutes are the authoritative text.

Check these first

  • In principle, report within 10 days from the end date of the disaster. If there was an unavoidable reason such as a long trip, you can report within 10 days from the date that reason ended, and the city, county or district (si/gun/gu) sometimes extends the reporting period, so inquire first even if the deadline has passed.
  • Take photos first, before cleaning up or repairing.

Frequently asked questions

By when must a natural disaster damage report be filed?
In principle, within 10 days from the date the disaster ended. The local government determines and announces the end date of the disaster, so it is most accurate to check the guidance of the city, county or district (si/gun/gu) for your address.
I have already completed restoration. Can I still report?
Yes, you can. However, materials showing the damage are needed, so collect and submit photos of the restoration process, the construction contract and cost receipts.
Where do I report online?
You can report in the 'Private Property Damage Report' menu of National Safety 24. If you only save a draft and do not press final submission, the report is not filed, so check through to the submission-complete screen.
Does everyone who reports receive a disaster support payment?
No. The local government decides whether to provide support and the amount after checking individual criteria, such as whether the facility is registered and the main-means-of-livelihood requirement. The report is the first step to being considered for support.
Can a tenant also report flood damage to housing?
Housing damage support is sometimes judged on the basis of the actual resident, so a tenant should also report first to the community service center for the address and have eligibility checked. Prepare materials proving residence as well, so that the report does not overlap with the landlord's.
