Security Services Business Permit Requirements and Procedure — Corporation, Capital, Security Instructors, and Securing Plan
Only a corporation may run a security services business. It must specify the security services it intends to provide and obtain a permit from the commissioner of the city or provincial police agency having jurisdiction over its principal office. The capital, security personnel, facility and equipment standards differ for facility security, escort security, personal protection, machine (electronic) security, special security, and crowd and traffic guidance security. From January 8, 2026, a training site is no longer part of the permit requirements.
Procedure
1. Choose the security services and check the articles of incorporation
Decide which services you will provide, such as facility security, machine security, or crowd and traffic guidance security. The purpose clause of the corporation's articles of incorporation must include those security services. If it does not, start by amending the articles of incorporation.
2. Check the standards for each service
Check, for each service, the paid-in capital, the number of general security guards and security instructors, and the facility and equipment standards such as a control facility and dispatch vehicles. Also check that none of the executives falls under a ground for disqualification.
3. Apply for the permit
Attach the articles of incorporation and the executives' résumés to the permit application form, affix a revenue stamp of 10,000 won, and submit it to the city or provincial police agency or the police station having jurisdiction over the principal office. The processing period is 15 days.
4. Carry out the securing plan and manage the permit afterward
If you did not have the security personnel, facilities and equipment in place at the time of application, submit a securing plan, then secure them within 1 month from the permit date and have them confirmed. The permit is valid for 5 years, and a renewal permit must be applied for no later than 30 days before expiry.

Legal basis and review date
- Security Services Industry Act, Article 3
- Security Services Industry Act, Article 4
- Security Services Industry Act, Article 6
- Enforcement Decree of the Security Services Industry Act, Article 3
- Enforcement Decree of the Security Services Industry Act, Article 28

Check these first
- If you obtained the permit with a securing plan, you must secure the personnel, facilities and equipment within 1 month from the permit date and have them confirmed.
- It is safer to prepare the office as an independent space. A shared office or a residential space sometimes becomes a problem at the on-site inspection.
