Senior Center (Gyeongrodang) Installation Report — 20-Member Capacity, 20㎡ Lounge Standard and Operating Rules

A senior center (gyeongrodang) is an elderly leisure welfare facility under Article 36 of the Welfare of Senior Citizens Act, and a village, senior group or corporation other than the State or a local government must file an installation report with the mayor, county head or district head. The center needs a capacity of at least 20 members (at least 10 on islands and in eup/myeon areas), a living room or lounge of at least 20㎡, a toilet and electrical facilities, and the report on Form No. 19 is processed within 7 days. Installing or operating a center without reporting can lead to imprisonment of up to 1 year or a fine of up to 10,000,000 won, so the report should be completed together with the operating rules.

Procedure

  1. 1. Confirm the installer and member capacity

Decide whether the installer is an individual, a residents' group or a corporation; a corporation prepares its articles of incorporation. Users of a senior center are persons aged 65 or older, and the capacity must be at least 20 members, or at least 10 on islands and in eup/myeon areas (Enforcement Rule Annex 7). Check the capacity against the member list in advance.

  2. 2. Check facility standards and the right to use the building

A senior center must have a living room or lounge, a toilet and electrical facilities, and the living room or lounge must be at least 20㎡. If the installer does not own the building, a document proving the right of use, such as a lease or a consent to use, can replace ownership documents. The official checks the building and land registers and the electrical safety inspection certificate, so confirm the electrical safety inspection as well.

  3. 3. Draft the operating rules (bylaws)

The head of the facility must prepare rules on operating methods, user obligations and other operating matters and submit them to the city, county or district office (Annex 8). Include membership eligibility, election and term of officers, membership fees and spending decisions, and the procedure for amending the rules, and state that subsidies are accounted for in a separate account. Also decide the books to be kept, such as the member list, budget and settlement statements and the income and expenditure ledger.

  4. 4. Submit the installation report and receive the report certificate

Submit the Elderly Leisure Welfare Facility Installation Report (Form No. 19) to the competent city, county or district office with the right-of-use or ownership documents and, for a corporation, its articles of incorporation. Senior centers are exempt from submitting location maps, floor plans, user fee documents and business plans, and there is no fee. The processing period is 7 days, and once accepted an Elderly Welfare Facility Installation Report Certificate (Form No. 15) is issued.

  5. 5. Change reports and support during operation

If the name, location, capacity or head of the facility (chairperson) changes, file a change report (Form No. 21-2) with the report certificate, and Article 21 of the Enforcement Decree requires filing 3 months before the change. A senior center may receive State or local government subsidies for grain and side-dish purchases and heating and cooling costs and may be eligible for reductions in electricity, telecommunications, city gas and water charges, with the scope of subsidies set by the budget and the competent authority's standards.

Statutes and public notices change, so each case needs to be checked individually. Statute titles are given in English for reference. The Korean statutes are the authoritative text.

Check these first

  • To close or suspend a senior center, a closure/suspension report (Form No. 21) must be filed in advance with a subsidy use report and a plan for returning remaining property, and closing or suspending without a report is subject to an administrative fine (Articles 40 and 61-2 of the Act).
  • Capacity and lounge area must meet the standards at the time of reporting, so check the actual usable area and number of members before choosing a building.

How many members are needed to set up a senior center?
The capacity must be at least 20 members. On islands and in eup/myeon areas at least 10 members is sufficient, and users must be aged 65 or older (Enforcement Rule Article 24 and Annex 7).
What are the facility and floor area standards for a senior center?

Yes. For a senior center, a document proving the right of use can replace ownership documents for the land and building. Attach a lease or consent to use, and the attachment is omitted if it can be confirmed through shared administrative information.
Are operating rules mandatory for a senior center?
Yes. Annex 8 of the Enforcement Rule requires the head of the facility to prepare operating rules on operating methods and user obligations and submit them to the city, county or district office. The same Annex requires subsidies to be accounted for in a separate account and a member list, budget, settlement statements and income and expenditure ledger to be kept, so the bylaws should also set out accounting procedures.

Yes. When the head of the facility changes, file a change report (Form No. 21-2) with the report certificate to the city, county or district office. Article 21 of the Enforcement Decree requires the report 3 months before the change, so prepare it as soon as the officer election schedule is set.
