October 14, 2026황윤상 행정사AI

Here are three items from today’s government notices for SMEs and land/building matters. All have deadlines.

Today’s 3 key points

  1. Overseas Certification Support Program round 3 (last of the year): apply by Friday, Nov 13
  2. Draft amendment to the National Land Planning Act Enforcement Decree: wider range for the residential share in mixed-use buildings in commercial zones; comments by Tuesday, Nov 24
  3. Draft amendment to the Development Restriction Zone Act Enforcement Decree: smart-farming cultivation facilities allowed; comments by Monday, Nov 23

1. Overseas Certification Support Program (round 3): recruiting participants

  • What changes — The Ministry of SMEs and Startups (MSS) began recruiting on Oct 14. It supports part of the certification, testing and consulting costs required by export destination countries. 583 certifications are eligible, including EU CE, US NRTL (incl. UL) and China NMPA, and about 240 companies will be selected.
  • Who — SMEs preparing to export. Support rate by previous-year sales: under KRW 10 billion 70%, KRW 10–30 billion 60%, KRW 30 billion or more 50%. Cap KRW 100 million (KRW 150 million for medical devices).
  • When — Oct 14 to Friday, Nov 13. This is the last round after January, April and July.
  • Number of applications — Up to 4 per company per year; no limit if total annual applications are under KRW 35 million.
  • Administrative agent’s note — Eligibility depends on the certification type, so first check that yours is on the eligible list on the program website. Required documents: ⚠️ check the original notice.

2. National Land Planning Act decree amendment: mixed-use buildings and multi-unit houses

  • What changes — In commercial zones (central, general, neighborhood), for buildings combining apartments with non-residential uses, the residential share adjustable by local ordinance would be widened to just under 100%. In Class 1 general residential zones, multi-household houses could have up to 5 floors including a pilotis floor. This matches the Building Act decree change (3→4 floors, up to 5 with pilotis), based on the Aug 13 rapid housing supply measures cited by the Ministry of Land, Infrastructure and Transport.
  • Who — Owners of land and buildings in commercial zones, developers planning mixed-use projects, builders of multi-household houses in Class 1 general residential zones
  • When — Public notice period Oct 14 to Tuesday, Nov 24. Effective date: ⚠️ check the original notice.
  • Administrative agent’s note — The actual ratio is set by local ordinance, so also watch whether your local government amends its ordinance. Comments can be submitted through the legislative notice website.

  • Who — Residents farming inside development restriction zones
  • When — Public notice period Oct 14 to Monday, Nov 23. Detailed standards (area, structure, etc.) and effective date: ⚠️ check the original notice.
  • Administrative agent’s note — Reporting and permit requirements will be set once the standards are finalized. For now, check the new standards clause in the notice text.
