[Automobile Transportation] How to cancel the registration of an old car with a mortgage — Cases where cancellation due to age exceeding vehicle life is not possible

If a junkyard has sent back your 13-year-old passenger car—which is fully paid off in installments—stating that "scrapping cannot be processed due to an existing mortgage," you must first cancel the collateralized mortgage on the vehicle registration certificate. We explain that while scrapping is possible through "scrapping due to vehicle age exceeding limits" even if there are seizures, it is impossible for vehicles with only a mortgage remaining (Ministry of Government Legislation 13-0387). We also provide case studies on the criteria for deciding whether to resolve a single fine seizure by payment or by scrapping due to vehicle age exceeding limits, as well as the correct order of scrapping registration and insurance cancellation.
