Startup Accelerator (Changeop Gihoekja) Registration

A startup accelerator (changeop gihoekja) is a corporation whose main business is selecting, incubating and investing in early-stage startups that have been in business for less than 3 years, and it must register with the Minister of SMEs and Startups under Article 24 of the Venture Investment Promotion Act to be covered by the Act. Under Article 48 of the Enforcement Decree, applications are received and reviewed by the Korea Institute of Startup and Entrepreneurship Development (KISED). A commercial company needs paid-in capital of at least KRW 100 million, while a non-profit corporation or cooperative needs at least KRW 50 million contributed to the business, plus at least 2 full-time professional staff, an office used as incubation space for early-stage startups, a business plan and a conflict-of-interest prevention system. Individuals cannot register, and registration is refused if any officer falls under a disqualification ground, such as an undischarged bankrupt or a person within 5 years of completing a prison sentence.

Procedure

Procedure

  1. 01

Check the applicant type and capital: Apply the KRW 100 million capital standard for a commercial company or the KRW 50 million contribution standard for a non-profit corporation or cooperative, and confirm that a non-profit corporation or cooperative can keep separate accounts for this business.

  2. 02

Review officer disqualifications and professional staff: Check whether any officer is an undischarged bankrupt or within 5 years of a sentence for violating financial laws, and match the 2 full-time professional staff against the qualifications in Article 13 of the Enforcement Decree (such as 3 or more years of investment review or startup incubation experience) using career and degree certificates.

  3. 03

Prepare incubation space, business plan and conflict-of-interest rules: Organize evidence of how the incubation office is secured (ownership, lease or use agreement), and draft a business plan covering selection, incubation and investment in early-stage startups along with rules preventing conflicts of interest among investors.

  4. 04

Submit the registration application: File the accelerator registration application with KISED, attaching a copy of the articles of incorporation, the business plan, officer résumés, the shareholder or investor register, proof of paid-in capital, and documents on professional staff and facilities, and add materials if a supplement is requested during review.

  5. 05

Post-registration amendments and investment duty: Once the requirements are met, a registration certificate is issued; afterwards, changes to the corporate name, location, representative and officers, paid-in capital or full-time staff must be filed as an amended registration within 14 days of the change. The duty to invest at least 40 percent of total investment in early-stage startups must also be managed.

Full-time status of professional staff is checked through four major social insurance enrollment records, so listing someone employed full-time elsewhere or a part-time adviser as professional staff means the staffing requirement is treated as unmet and registration is delayed.
