Procedure
- 01
Review the land and restricted areas: Check the zoning and land category with the land use plan confirmation and the land (forest) register, and check whether the site falls in a restricted area under Article 22 of the Enforcement Decree, such as a water source protection zone, agricultural promotion area, roadside zone, river zone, forest protection zone, Baekdudaegan protection area, erosion control site, or military base and installation protection zone. If the site is in a residential, commercial, or industrial area, separately confirm whether national land planning laws allow a natural burial ground there.
- 02
Plan the burial type and area: Decide between a natural burial ground where bone ashes are buried under grass, flowers, or trees, and a tree burial forest within a forest, and keep the area at 2,000㎡ or less. If the clan already has a reported natural burial ground, the one-site-per-clan rule applies, so check existing reports as well. Plan to bury bone ashes at least 30㎝ below the ground surface, mixed with soil if no container is used.
- 03
Prepare proof of the clan's decision and drawings: Prove the clan's decision with clan bylaws on establishing the natural burial ground or minutes of the clan general meeting, and prepare a survey drawing and a location map (sketch) or photographs. If the land is not owned by the clan, obtain the landowner's consent to use, and decide at the general meeting who will be the establisher (clan representative) and the manager to be entered on the report.
- 04
Prepare and submit the establishment report: Fill in the name, location, land category, area, burial type, establisher, and manager on the Family, Clan Natural Burial Ground Establishment (Change) Report under Form No. 16-2 and submit it to the funeral services section of the city, county, or district office. The land registration certificate, land use plan confirmation, cadastral map, and forest map are checked by the official through administrative information sharing, and once accepted an establishment report certificate under Form No. 16-3 is issued.
- 05
Manage forest-related reports and change reports: When a clan tree burial forest report is accepted, a temporary mountain land use report and a tree felling report are deemed to have been made, but this does not apply if the area is 100㎡ or more, in which case the forest-related reports must be made separately. If the area, markers, or establisher or manager change after establishment, file a change report on the same form, and keep records of natural burials.

Basic documents
For a clan tree burial forest of 100㎡ or more, the deemed temporary mountain land use report and tree felling report do not apply, so felling trees or leveling the ground relying only on acceptance of the establishment report may violate forest-related laws.
