Forestry Successor Registration Application and Forestry Policy Fund Business Plan Preparation

A forestry successor is a person who meets the requirements of Article 2(4) of the Forestry and Mountain Villages Development Promotion Act and Article 3 of its Enforcement Rule. Eligible persons are those under 55 who manage or intend to manage forestry under a forest management plan and who own 3 hectares or more of forest (including land held in the name of family members in the same household), lease 10 hectares or more of national or public forest, or are children of individual model forest managers, as well as persons of any age who produce or intend to produce forest products at or above the standard set by the Korea Forest Service. The application for selection is filed with the mayor, county governor, or district head where the owned forest or cultivation site is located; after reviewing the requirements and recommending the applicant, the selecting authority issues a forestry successor certificate. Applicants who intend to start cultivating forest products must complete at least 40 hours of forestry training, own a cultivation site of the standard size or larger, and prepare a business plan covering the project name, schedule, sales plan, and other items. Selected successors may receive priority support for forestry management subsidies and loans, but the Forestry Project Comprehensive Fund requires a separate business application to the project management agency, which reviews business feasibility and credit standing.

Procedure

Procedure

  1. 01

Determining the application type: Decide whether the applicant falls under the forest-ownership type (under 55; owning 3 hectares or more of forest, leasing 10 hectares or more of national or public forest, or being a child of an individual model forest manager) or the forest-product cultivation type (production at or above the notified standard size), and check that the forest area and title holder meet the requirements.

  2. 02

Organizing training and forest management plan documents: Applicants who intend to start cultivating forest products prepare a certificate of at least 40 hours of forestry training (online training recognized up to 20 hours) or a graduation certificate from a forestry-related department; forest-ownership applicants prepare the approval documents for their forest management plan.

  3. 03

Preparing the business plan: After checking the crop and the standard size of the cultivation site, prepare a plan that includes the project name, project period, direction, investment plan, schedule by project, sales plan for products, and expected effects. After selection, the city, county, or district office visits the site according to this schedule.

  4. 04

Preparing and submitting the selection application: Organize the forestry successor selection application and the supporting documents and submit them on the client's behalf to the city, county, or district where the forest or cultivation site is located. If the forest or site spans two or more cities, counties, or districts, file with the one containing the largest portion.

  5. 05

Requirement review and certificate issuance: The mayor, county governor, or district head reviews the requirements and recommends the applicant to the selecting authority, which issues a forestry successor certificate if the requirements are met. The time taken to consult other regions about forest or cultivation sites is excluded from the processing period, so supplement documents promptly when requested.

  6. 06

Post-selection training and policy fund application: A forestry successor must complete training of 20 hours or more at least once within 3 years from the date of selection. For the Forestry Project Comprehensive Fund, submit the business application and business plan to the project management agency; where a subsidy-linked loan application amounts to 30 million won or more, a forestry cooperative conducts a feasibility review and credit check.

If the requirements are lost after selection, for example by disposing of the forest or stopping cultivation, the selection may be cancelled, and when a forestry successor confirmation is requested more than 2 years after selection the requirement documents must be submitted again, so keep records of forest and cultivation-site ownership and production.
