G-PASS Company (Promising Company for Overseas Procurement Markets) Designation and Re-designation

G-PASS companies (promising companies for entering overseas procurement markets) are designated by the Administrator of the Public Procurement Service (PPS) under Article 28 of the Public Procurement Business Act and the PPS public notice "Regulations on the Designation and Management of Promising Companies for Overseas Procurement Markets and Export Support." Eligible applicants are small and medium-sized enterprises and middle-standing enterprises registered for competitive bidding eligibility on KONEPS (Nara Marketplace), and they submit a new designation application and the applicant company submission form during the application period announced by PPS. In the first review, 3 to 5 internal and external reviewers evaluate quantitative items (60 points) and qualitative items (40 points); an applicant passes if its average total score is 60 points or more and it scores at least 60% of the maximum on the qualitative items. In the second review, the Contract Review Council examines suitability as a G-PASS company and grounds for exclusion. PPS may refuse designation if application documents were forged, altered or false, if the company is bankrupt or insolvent, or if it is under a debarment period as an unfair business operator. The designation period is 5 years from the designation date, re-designation is possible up to 2 times, and amended regulations changing the review stages and re-designation period take effect on January 1, 2027.

Procedure

Procedure

  1. 01

Check eligibility and the notice: Confirm that the company is registered for competitive bidding eligibility on KONEPS and qualifies as an SME under the Framework Act on Small and Medium Enterprises or as a middle-standing enterprise, and check for grounds for exclusion such as false documents, bankruptcy or insolvency, or a debarment period. Because PPS sets eligibility and procedures by public notice, check the application period and the performance recognition period for that round.

  2. 02

Organize quantitative evidence: The 60 quantitative points cover export performance over the last 3 years, overseas certifications, international industrial property rights, foreign-language overseas marketing materials, and participation in overseas exhibitions and export support programs. Collect export performance certificates and copies of certificates and registrations within the recognition period, and estimate the expected score for each item.

  3. 03

Prepare qualitative evaluation materials: The 40 qualitative points assess the potential to enter overseas markets and the feasibility of the export plan, efforts to enter overseas procurement markets, and capability. Write the target countries, products, sales channels and schedule so that they are consistent with the quantitative evidence; to pass the first review, the applicant must score at least 60% of the maximum on these items.

  4. 04

Prepare and submit the application: Prepare the new designation application (Annex Form No. 1 of the Regulations) and the applicant company submission form (Annex Form No. 3), and submit them on the client's behalf to the PPS Administrator or the receiving office designated by the Administrator. Companies with no export performance in the last 3 years as of the application month are subject to a PPS overseas procurement market capability assessment before the first review.

  5. 05

Post-designation management and re-designation: Once designated after the second review, the company receives a G-PASS designation certificate (Annex Form No. 5) and may use the designation mark on its products and promotional materials. A company with no export performance in the 3 years before designation must complete export-related training or briefing sessions hosted by PPS, KOTRA or similar bodies at least 2 times within 1 year after designation and submit proof, and re-designation may be applied for with Annex Form No. 2 from 90 days before the designation period expires.
