Safety-Confirmed Household Chemical Product Approval Application Service

Household chemical products designated and announced by the Minister of Climate, Energy and Environment as Safety-Confirmed Household Chemical Products after a risk assessment, such as cleaners, laundry detergents, air fresheners and coating agents, must go through either a report or an approval procedure before manufacture or import under Article 10 of the Act on the Safety Management of Household Chemical Products and Biocides, depending on whether a safety standard has been announced for that item. For items with an announced safety standard, the manufacturer or importer obtains a safety-standard conformity confirmation from a designated testing and inspection institution and files a report with the Korea Environmental Industry and Technology Institute within 30 days of receiving the result; the confirmation is valid for 3 years. For items without an announced safety standard, the applicant submits data on the use, hazards and exposure information of the contained substances and obtains approval through the National Institute of Chemical Safety, which notifies the result within 90 days of receiving the application (excluding time spent on supplements). KC safety certification and safety confirmation for electrical and household goods are separate procedures under the Electrical Appliances and Consumer Products Safety Control Act and do not replace this report or approval, and the outer surface or packaging of the product must show the labeling items in Korean, including the report number or approval number.

Procedure

Procedure

  1. 01

Determine the item and whether a report or approval applies: Check whether the product falls under the announced list of Safety-Confirmed Household Chemical Products. If a safety standard under Article 9 of the same Act has been announced for the item, proceed with conformity confirmation and a report; if not, proceed with an approval application. Products that already hold KC certification for electrical or household goods must still go through this procedure.

  2. 02

Organize ingredient and product information: Using the manufacturer's data, organize the ingredients, mixing ratios and uses of every substance in the product, the product name, formulation, weight or volume, and product photos and instructions. For contract manufacturing, gather the contractor's trade name, address and contact details and a copy of the contract; for imported products, request the overseas manufacturer's ingredient list first.

  3. 03

Prepare the application or report form: For items with an announced safety standard, submit the confirmation application (Form No. 1) together with the product to a designated testing and inspection institution, and once the confirmation result is received, prepare the safety-standard conformity report (Form No. 3). For items without an announced standard, attach to the approval application (Form No. 5) data on the manufacturer of the main ingredient and manufacturing method, efficacy, safety, risk including exposure information, quality-control test results and first-aid measures.

  4. 04

Review the label sample: Using a label sample, confirm that the product name, the manufacturer's or importer's trade name, address and contact details, the names of acutely hazardous substances, priority-control substances and biocidal substances, weight or volume, precautions for use, month and year of manufacture, and the report or approval number are shown in Korean. For products subject to child-resistant packaging, include that indication as well.

  5. 05

Submission and supplement response: The testing and inspection institution notifies the result within 10 days of completing the test, the report is filed with the Korea Environmental Industry and Technology Institute within 30 days of that notice, and the Institute issues a report certificate within 25 days. The National Institute of Chemical Safety receives approval applications and notifies the result within 90 days; after approval, changes to the product name, formulation or contained substances other than the main ingredient require change approval, while changes to the trade name, address or contact details require a change report.
