Procedure
- 01
Confirm whether registration is required: Check whether you arrange import and export transport while issuing bills of lading (B/L) or air waybills (AWB) in your own name. Operating in this way requires international freight forwarding registration, and operating before registration is a criminal offense.
- 02
Meet the capital and guarantee insurance standards: A corporation needs capital of 300,000,000 won or more and an individual needs assets valued at 600,000,000 won or more, plus guarantee insurance of 100,000,000 won or more. Guarantee insurance is waived if capital is 1,000,000,000 won or more, or if you own a container yard, have a bank payment guarantee of 100,000,000 won or more, or carry cargo liability insurance of 100,000,000 won or more.
- 03
Check grounds for disqualification: Confirm that the representative and officers are not under adult guardianship or limited guardianship, that 2 years have passed since completing a prison sentence for violating the Framework Act on Logistics Policies, the Marine Transportation Act, the Aviation Business Act or similar laws, and that 2 years have passed since any registration cancellation. Foreign representatives and officers obtain an apostille or consular confirmation on documents showing no disqualification under their home country's law.
- 04
Prepare and submit the registration application: Submit the international freight forwarding registration and change registration application to the metropolitan city or province with documents proving the registration standards and the B/L and AWB forms and terms you will issue in your own name. Some provinces delegate intake and review to logistics associations, so confirm the competent intake office first.
- 05
Review and receipt of the registration certificate: The metropolitan city or province reviews disqualification grounds and registration standards and then issues a registration certificate. If supplementation is requested, resubmit evidence from the same reference date, and begin business after receiving the certificate.
- 06
Change registration, 3-year report and succession report: Apply for change registration within 60 days if the trade name, representative, officers, main office or nationality changes or capital decreases, file a registration standards report within 60 days every 3 years from registration, and report within 30 days if you take over the business by transfer, inheritance or merger.
