Procedure
Procedure
- 01
Review ingredient composition and standards: Using each product's formula, calculate whether organic ingredients make up at least 95% excluding water and salt (70% for '70% organic' labeling), and check whether any non-organic ingredient is a food ingredient that cannot be sourced commercially in organic form or a food additive/processing aid permitted under Annex 1 of the Enforcement Rule. Also confirm that delivery notes, transaction certificates and other proof can be obtained for each ingredient.
- 02
Prepare the manufacturing/processing and handling plan: On Form No. 8 of the Enforcement Rule, describe each product's ingredients, production process, cleaning and sanitizing methods, and how organic integrity is protected during packaging, storage and transport. If conventional products are made in the same facility, describe how ingredients and products are kept from mixing.
- 03
Organize business management records: Under Annex 5 of the Enforcement Rule, compile the last 1 year of daily receipt, use and storage quantities of ingredients with supplier certificates, records of food additive and processing aid use, and daily production and per-customer sales of certified products. New facilities handling products for less than 1 year may have the record period adjusted within a range of at least 1 month.
- 04
Prepare maps, drawings and training proof: Prepare a map marking the site boundary and a drawing showing the structure and use of the work areas, and confirm that the business operator has completed the basic environment-friendly agriculture course (at least 2 hours, once every 2 years) at an institution designated by the National Agricultural Products Quality Management Service. If completion cannot be verified electronically, attach proof.
- 05
Submit the application and respond to inspection: File the application on Form No. 5 of the Enforcement Rule with the attachments to the certification body; within 10 days it notifies the inspection schedule and the list of inspectors, then conducts the document review and on-site inspection. Revise and resubmit materials when supplements are requested, and request a re-examination from the same body if you disagree with the result.
- 06
Post-certification changes and renewal: After the certificate is issued, obtain change approval from the certification body before changing certified details, and apply for renewal on the same application form at least 2 months before expiry. As a rule, certification cannot be obtained from the same body more than 2 consecutive times (except bodies with high evaluation ratings), so check the certification body again at renewal.

If renewal is not filed at least 2 months before expiry and certification lapses, products not yet shipped cannot carry the organic label unless an extension of validity is approved, so printed packaging and inventory cannot be used as they are.
