Outdoor Advertisement (Signboard and Banner) Display Permit and Report

To display outdoor advertisements such as signboards and banners in designated areas including urban areas, cultural heritage protection zones, district unit planning zones and tourist sites, a permit must be obtained from, or a report filed with, the mayor, county head or district head depending on the type and size under Article 3 of the Act on the Management of Outdoor Advertisements and Promotion of the Outdoor Advertisement Industry. Under Articles 4 and 5 of its Enforcement Decree, a wall signboard requires a permit if one side is 10 m or longer, and a report if its area is 5 m² or more or it is displayed on the 4th floor or higher, while rooftop signboards, pole signboards 4 m or taller, neon and LED signboards with exposed light sources, and digital advertisements require a permit. Permit results are notified within 10 days and report results within 5 days, or within 20 days when the outdoor advertisement review committee must review them, and to extend the display period a permit or report must be made within 30 days before or after the expiry date. City, county and district ordinances often set separate display methods and review requirements, so the ordinance for the installation site is checked as well.

Procedure

Procedure

  1. 01

Checking the designated area: Check on the land use plan whether the site is in an area subject to permits or reports, such as an urban area, cultural heritage protection zone, conservation mountain area, natural park, district unit planning zone or tourist site. Most commercial districts are urban areas and therefore subject to permits or reports.

  2. 02

Distinguishing permit and report: Sort the advertisement type (wall, projecting, pole or rooftop signboard, banner, standing sign or poster), size, floor and lighting method. Third-party advertisements on walls of the 4th floor or higher, projecting signboards 5 m or taller with a face of 1 m² or more (excluding medical institution, pharmacy and barber or beauty shop signs), and neon or LED signboards with exposed light sources require a permit, while banners, standing signs, posters and pole signboards under 4 m require a report.

  3. 03

Photos, design and consent: Prepare color photos showing the surroundings of the site and color designs of the advertisement, and obtain the consent of the owner or manager when displaying on another person's building or land. Buildings above a certain size require signboards to follow the signboard display plan submitted by the owner or manager, so check that plan with the building manager first.

  4. 04

Attaching design and structural safety documents: For permits, attach descriptions of the shape, dimensions, materials, structure and design of the advertisement and design documents, and where the ordinance requires, attach review documents and structural safety confirmation documents. The design documents and structural safety confirmation documents are prepared by the signboard manufacturer or designer and attached.

  5. 05

Filing and receiving the permit: Submit the outdoor advertisement display permit application or report to the advertisement department of the city, county or district. Results are notified within 10 days for permits, 5 days for reports and 20 days when a review is required, and the display period stated on the permit or report certificate is extended by permit or report within 30 days before or after it ends. If the previous display period was 1 year or longer, color photos and the consent letter (except for advertisements of one's own business) are added to the extension application.
