Procedure
- 01
Obtain the notice and calculation details: Collect the estimated-charge notice issued at building permit stage and the charge notice, and request from the imposing office the calculation details showing floor area by use, the sewage generation standard applied, and the unit price. Record the date you received the notice, since it starts the objection and appeal deadlines.
- 02
Review the sewage volume calculation: Compare floor area by use in the building register and drawings against the use-specific sewage standards in the notice. Check whether mixed uses were summed by use, whether ancillary buildings or warehouse areas that generate no sewage were wrongly included, and whether objective data such as water usage could adjust the figure.
- 03
Check deductions for existing buildings and reductions: Confirm that the sewage volume of demolished buildings or the prior use was subtracted so that only the increase was charged. Since ordinances differ on how existing sewage volume is recognized, gather the pre-demolition building register, demolition records and receipts for charges paid in the past, and also check ordinance-based reductions such as greywater or rainwater facilities.
- 04
Prepare and file the objection or grievance petition: File an objection with the imposing office within the period set by ordinance, attaching the legal basis, recalculated sewage volume and amount, and evidence. If the objection period has passed or the matter can be settled through recalculation talks with the local government, prepare and submit a grievance petition to the Anti-Corruption and Civil Rights Commission.
- 05
Prepare and file an administrative appeal: To contest the objection result or the charge directly, prepare an administrative appeal within 90 days of learning of the disposition and file it through the Online Administrative Appeals system or with the imposing office. The appeal itemizes the legal basis and calculation errors with a recalculation table and evidence, and an application for suspension of execution is considered if payment is pressing.

Basic documents
Filing a grievance petition or objection does not stop the administrative appeal deadline or the effect of the charge, so missing the payment deadline can lead to a demand notice and an additional charge of up to 3/100 of the unpaid amount under Article 73 of the Sewerage Act.
