Small Business One-Stop Closure Support Application (Store Demolition Costs, Business Wind-Down Consulting, Job Transition Allowance)

Small business owners who have closed or plan to close can apply through Sbiz24 for the closure support program (Hope Return Package) that the Ministry of SMEs and Startups and the Small Enterprise and Market Service announce each year under Article 25 of the Framework Act on Small Enterprises and Article 12 of the Act on the Protection of and Support for Micro Enterprises. One-stop closure support consists of business wind-down consulting, store demolition costs, legal advice and similar items, and after closure it continues into re-employment training, the job transition allowance and restart support. Past announcements have generally required that a store used under a paid lease be applied for before demolition, and have excluded owner-occupied or rent-free stores, demolition carried out by the applicant, persons who already received the same support, and business types excluded in the announcement. Support rates, limits and application periods are set by each year's announcement, so the demolition contract and closure date should be fixed only after checking the announcement criteria. The applicant files the business closure report personally through Hometax or the competent tax office, and businesses that filed a business report, such as restaurants and hair salons, file a separate business closure report with the licensing authority. Hwang Yunsang Administrative Office reviews eligibility against the announcement, organizes the online application entries and attachments, and prepares and submits the business closure report on the client's behalf.

🌐 How to Apply for Small Business Closure Support

Procedure

Procedure

  1. 01

Check the year's announcement and eligibility: Compare against the announcement text whether the applicant is a small enterprise under the Framework Act on Small Enterprises, whether the business has already closed or is scheduled to close, whether it falls under an excluded business type, and whether similar support was received before. Some announcements separate scheduled and completed closures and set the application deadline from the closure date, so check this before fixing the closure date.

  2. 02

Apply for store demolition costs before signing the demolition contract: Once a demolition company quote is obtained, submit the Sbiz24 online application with the store lease agreement, the quote and photos taken before demolition. Finishing demolition first or demolishing the store yourself may lead to exclusion, and the scope of restoration should first be checked against the special terms of the lease.

  3. 03

Apply for wind-down consulting and legal advice: Article 4-3 of the Enforcement Decree of the same Act lists consulting for business wind-down and closure-related counseling among the duties of the Small Business Closure Support Center. The consulting reviews the order for disposing of inventory and fixtures, ending the lease and settling remaining debts, and the legal advice and debt adjustment items in the announcement are selected in the same application.

  4. 04

Business closure report and licensed business closure report: The applicant files the business closure report personally through Hometax or the competent tax office under Article 8 of the Value-Added Tax Act. Restaurants submit the business closure report with the original business report certificate to the city, county or district office under Article 44 of the Enforcement Rule of the Food Sanitation Act, and public health businesses such as hair salons and laundries report within 20 days from the date of closure. A closure report cannot be filed while administrative sanction procedures such as business suspension are in progress.

  5. 05

Connect to re-employment and restart support: Those preparing for employment after closure complete the training under the announcement and apply for the job transition allowance with proof of job search or employment. Those restarting a business go through restart training and business plan review, and those insured under self-employed employment insurance also check the job-seeking benefit requirements of Article 69-3 of the Employment Insurance Act (a combined insured period of at least 1 year during the 24 months before the closure date).

If demolition is finished first or the closure date is set after the announcement's application deadline, store demolition costs and the job transition allowance may not be paid, so check the application order in that year's announcement before signing the demolition contract and filing the business closure report.
