Procedure
- Registration Difficulty Medium
The authority checks whether the statutory registration requirements, such as facilities, staff and capital, are met before issuing a registration certificate. Registration can be refused if the requirements are not met.
- 01
Check the association's membership and business area: Confirm that members are merchants who directly run businesses in the market or shopping district, and that the business area does not overlap with another merchant association already registered. A member may not consent to the establishment of, or become a member of, another merchant association covering the same area, and registration may be cancelled if a person who is not a merchant is elected as the representative officer (Article 65(8) of the same Act).
- 02
Obtain merchant consent: If the total number of merchants is under 300, obtain consent from at least one half or at least 100 merchants; if 300 or more but under 1,000, at least one third or at least 250 merchants; if 1,000 or more, at least one quarter. For a market made up of 4 or more commercial buildings or 4 or more zones (each with 50 or more stores), consent from at least one half of the representatives of the buildings or zones may be obtained instead of the 300-or-more standards, and each representative must prove consent from at least one half of the merchants in that building or zone.
- 03
Prepare the bylaws and general meeting documents: The bylaws or articles of incorporation must include the name, business area, purpose, business activities, general meeting and board of directors, method of electing officers, and matters on assets and accounting (Article 12(5) of the Enforcement Rule). Hold an inaugural general meeting to approve the bylaws and elect officers, prepare the minutes, list of consenting merchants, business plan and statement of assets, and check whether the city, county or district ordinance sets additional rules on establishing and operating merchant associations.
- 04
File the registration application and receive the certificate: The representative submits the Merchant Association Registration Application (Form No. 11) with the attachments to the head of the city, county or district. The head verifies the submitted documents and issues a merchant association registration certificate (Form No. 12) within 14 days from receipt; a merchant association that is a corporation must also obtain approval of its articles of incorporation, including whenever they are amended.
- 05
Check support program eligibility and supporting documents: For the traditional market and shopping district revitalization support programs, the local government applies through Sosanggongin24, so the merchant association submits documents to the responsible department of the city, county or district by its internal deadline. Eligibility conditions such as the association membership rate and fire mutual aid enrollment rate, and the issue-date rules for documents, differ by program, so check compliance and missing documents against that year's announcement; the application form and business plan in the announcement's format must be written by the merchant association itself.
- 06
Manage merchant status records: Because the head of the city, county or district may request documents on the association's operation when necessary (Article 65(6) of the same Act), keep the membership list, dues payment records and general meeting minutes up to date. If the number of merchants or membership rate in a support program application differs from actual status, the application may be rejected or the selection and agreement cancelled, so use figures checked against the store register.

Basic documents
Because the merchant association registration certificate is issued within 14 days from receipt, starting registration close to the call deadline may mean the certificate is not issued before the local government's internal deadline, and the association may be unable to apply for the support program.
