Vehicle Manufacturer Registration and Self-Certification of Imported Vehicles

Anyone who manufactures, assembles or imports motor vehicles must certify by themselves that the vehicle type meets the motor vehicle safety standards (motor vehicle self-certification) under Article 30 of the Motor Vehicle Management Act, and must first register their manufacturing, testing and inspection facilities with the Minister of Land, Infrastructure and Transport. The Minister checks the self-certification capability standards and after-sales service facilities, assigns a manufacturer registration number and issues a registration certificate within 15 days from the application date, and reissues the certificate within 7 days for changes such as the corporate name, representative or address. Self-certification capability is recognized only when the applicant has an assigned vehicle identification number (VIN) code, produces 2,500 or more vehicles a year or 500 or more of the same type a year, and has test facilities for the safety standards of each vehicle type; an importer who is the domestic agent of the original foreign manufacturer and submits a contract on defect correction is deemed to have that capability. Importers without that capability self-certify after a technical review and safety inspection by the performance test agency, and must notify the specifications 10 days before sales begin.

Procedure

Procedure

  1. 01

Define the import type and vehicle type: Documents and certification methods differ depending on whether you import as the domestic agent of the original foreign manufacturer or as an individual direct importer. First decide the vehicle type and size among passenger, van, truck, special and two-wheeled vehicles, whether it is for sale or own use, and the planned annual import volume.

  2. 02

Apply for manufacturer registration: Attach the production scale, a copy of the ISO VIN code assignment or the maximum annual production of the same type, and records of securing safety standard test facilities and safety inspection facilities to the application, and submit it to the Minister of Land, Infrastructure and Transport. If you plan to sell, also submit records or plans for after-sales service facilities and technical staff.

  3. 03

Certificate issuance: The Minister checks the self-certification capability standards and after-sales service facilities, assigns a manufacturer registration number and issues the certificate within 15 days from the application date. The performance test agency may be asked to verify these items, so prepare the facility materials in advance.

  4. 04

Apply for technical review: If you lack self-certification capability, submit a technical review application with the vehicle specification sheet, exterior drawing, VIN marking details, and the content and attachment method of the self-certification label to the performance test agency, and receive the technical review report within 14 days from the application.

  5. 05

Safety inspection and self-certification: Submit a vehicle safety inspection application with a copy of the technical review report, exterior drawing and specification sheet; the agency checks dimensions, weight distribution, running gear safety and other items and issues a vehicle safety inspection certificate. Specifications notified for the first time undergo an initial safety inspection, and later vehicles with the same specifications undergo a continuing safety inspection.

  6. 06

Specification notice and new registration: By 10 days before sales begin, submit the specification notice with the VIN and engine type marking notice, exterior drawing, specification sheet and cybersecurity management system certificate (or proof of exemption), and a specification management number is issued within 7 days. After attaching the self-certification label to the vehicle, proceed with new registration.

Manufacturer registration alone does not allow sales; the technical review and safety inspection must be completed and specifications notified 10 days before sales begin, so if this schedule is not set before shipment, cleared vehicles may sit in storage for a long time. Emission and noise certification and confirmation of electric vehicle subsidy eligibility are separate from self-certification.
