Application for Designation as a Disability Activity Support Agency — Eligibility, Open Call Procedure and Review Criteria

A disability activity support agency is designated through an open call by the local government. In principle, those eligible to apply are non-profit corporations and organizations, social welfare corporations and public institutions; a for-profit entity can be designated only where there is no non-profit agency in the area, and only if it is a social enterprise. After document review and on-site inspection, agencies scoring 80 points or more are designated in order of score.

Procedure

  1. 1. Check eligibility to apply

Non-profit corporations and organizations that have obtained permission as a corporation or organization or completed registration or reporting, social welfare corporations and public institutions may apply. A for-profit corporation must first check whether there is no non-profit agency in the area and whether it has obtained social enterprise certification.

  2. 2. Check the local government's open call plan

Applications for designation are not accepted year-round; designation proceeds through an open call announced by the city, county or district (si/gun/gu). First check the application period, the documents to be submitted and the evaluation items in the open call plan, and prepare according to the schedule.

  3. 3. Submit documents and undergo the on-site inspection

After you submit the designation application, the business plan, the operating rules and other documents, the department in charge conducts an on-site inspection. It checks whether the counseling and training space, the office and the training space for activity support workers are actually in place.

  4. 4. Review by the review committee and designation

The review committee evaluates the documents, and agencies scoring 80 points or more are designated in order of score. After designation, the business cannot be transferred to another entity, so if the operating entity changes, a new designation must be obtained.

  • A for-profit corporation should first check whether it has social enterprise certification.

Frequently asked questions

Can a sole proprietor or a stock company operate a disability activity support agency?
In principle, only non-profit corporations and organizations, social welfare corporations and public institutions can be designated. A for-profit entity can be designated only in the special case where there is no non-profit agency in the area, and even then it is limited to social enterprises.
When do I apply for designation as a disability activity support agency?
You apply when the city, county or district (si/gun/gu) issues an open call. The timing of the open call and the evaluation items differ by local government, so check the public notice of the competent city, county or district (si/gun/gu).
What is checked in the on-site inspection?
It checks whether the counseling and training space, the office and the training space for activity support workers are actually in place. If the site differs from the documents, it is a ground for deduction of points or rejection.
How many points are needed for designation?
Agencies scoring 80 points or more in the review committee's document review are designated in order of score. If there are more applicants than the number to be designated in the open call, an agency may not be designated because of its ranking even if it scores more than 80 points.
Can a designated agency be transferred to another corporation?
No. Designation is granted to the specific entity, so if the operating entity changes, the new entity must obtain a new designation.
