Long-Term Care Institution Designation Review and Renewal of Designation — 6-Year Validity Period, Apply 90 Days Before Expiry
To provide in-home care benefits or facility care benefits, you must have the facilities and personnel and be designated as a long-term care institution by the city, county or district (si/gun/gu) office. The si/gun/gu office forms a designation review committee and reviews the history of providing benefits, the history of administrative dispositions, the operation plan and local demand, and the designation is valid for 6 years from the date of designation. To continue operating, apply for renewal no later than 90 days before the validity period ends.
Procedure
1. Prior consultation with the competent city, county or district (si/gun/gu) office
A person who intends to be designated may consult the competent si/gun/gu office in advance about the designation standards, and the si/gun/gu office must cooperate. The composition of the review committee, the review criteria and the presentation format are set by the si/gun/gu office, so first obtain the criteria of the competent office.
2. Meet the facility and personnel standards
In-home care benefits follow the facility and personnel standards in attached Table 9 of the Enforcement Rule of the Welfare of Senior Citizens Act, and facility care benefits follow those in attached Table 4. Personnel who are listed in name only on paper are a ground for failing the review and for a disposition, so fill the positions with personnel who will actually work.
3. Prepare the business plan and the operating rules
Attach statements of the general, personnel and facility status, the business plan and the operating rules to the designation application form. The personnel and budget figures in the business plan must be consistent with the operating rules and the benefit provision plan, and the content on safety and crisis response and on protection of human rights must be written specifically.
4. Designation review and notice of the result
The review committee is composed of 1 relevant public official and up to 4 experts and reviews conformity with the designation standards. If designation is granted, a designation certificate is issued; if it is refused, the reasons are notified in writing.
5. Apply for renewal after 6 years
Apply for renewal no later than 90 days before the validity period of the designation ends. The si/gun/gu office may request additional materials or conduct an on-site review, and if the review is not finished within the period, the designation is deemed valid until the decision is made.
