Administrative Fine Items in Hagwon (Private Teaching Institute) Inspections — Checklist for Insurance, Posting Duties and Registration of Changes
The superintendent of education may require a private teaching institute (hagwon) to report on its facilities and equipment, tuition fees and teaching content, or have public officials enter the institute and inspect its books and documents. Failure to take out insurance, failure to post the registration certificate, instructor information or tuition fees, failure to verify foreign instructors, and failure to issue receipts are subject to an administrative fine of up to 3,000,000 won. Overcharging tuition fees or operating without registration of changes can lead to suspension of teaching or even cancellation of registration.
Procedure
1. Check insurance or mutual aid coverage
Check that you have taken out insurance or mutual aid that compensates for damage to the life or body of students, and that the coverage meets the standards of the metropolitan city or provincial (si/do) ordinance. Not having coverage is in itself subject to an administrative fine.
2. Check the postings
Post the registration certificate, the instructors' age, academic background, major and career, and the tuition fees and refund standards where learners can easily see them. Advertisements must also show the prescribed items from among the tuition fees and the contents of the registration certificate.
3. Compare tuition fees with receipts
Check that the amount actually collected does not exceed the registered tuition fees and the amount posted or displayed. Issue a receipt each time tuition fees are received, and refund students who quit according to the refund standards.
4. Put change registrations and instructor documents in order
If the teaching courses, the list of instructors or the tuition fees have changed and you have not registered the change, deal with that first. For a foreign instructor, obtain before hiring a criminal record certificate, a health certificate issued within 1 month (including cannabis and drug tests) and a certificate of academic background, and keep a record of the verification.
5. Keep books and respond to inspections
Keep books and documents such as the student register and tuition fee collection records. Refusing entry or inspection by the inspecting public official, or failing to report, is in itself subject to an administrative fine.
Required documents
- No prescribed submission form (list of documents the academy keeps on hand in preparation for guidance and inspection)
- Hagwon registration certificate
- Insurance or mutual aid certificate
- List of instructors and the posted notice of their personal details
- Posted table of tuition fees, etc. and refund standards

Fees
Agency fees for putting documents in order ahead of an inspection and for change registration are generally priced in the industry at several hundred thousand won and vary with the number of change registrations and whether a statement of opinion on an administrative fine is included. We will tell you the fee after a consultation, based on the status of your institute.
