Home-Visit Care Center Closure Procedure — 30-Day Advance Report, Transfer of Beneficiaries and Benefit Cost Claims
To close a long-term care institution such as a home-visit care center, a report must be filed with the competent city, county or district (si/gun/gu) office at least 30 days before the planned closure date. This period exists so that beneficiaries can move to another institution without interruption of services, so a late report can lead to issues with the duty to protect beneficiaries. The transfer of beneficiaries, the claim for the final month's benefit costs, staff matters and the transfer of records must be planned together.
Procedure
1. Schedule backward from the closure date
Count back 30 days from the desired closure date to set the reporting deadline, and set the start of document preparation about 2 weeks before that. If the schedule is tight, it is safer to postpone the closure date itself.
2. Plan the transfer of beneficiaries
For each beneficiary, confirm the institution they will move to, secure that institution's willingness to accept them and the transfer schedule, and compile this into a list. For beneficiaries who have difficulty choosing an institution themselves because of cognitive decline or difficulty contacting a guardian, the institution must actively connect them with another institution. This plan is submitted together with the closure report.
3. Prepare the claim for the final month's benefit costs
Benefit costs are claimed from the beginning of the month following the month of service. If the institution closes on September 30, the costs for September are claimed in October. Unless the person in charge of claims, the digital certificate and system access rights are kept in place after closure, the final month's benefit costs may not be received.
4. Transfer records to the NHIS, submit to the district office, then close at the tax office
Benefit provision records, contracts, statements of benefit costs and similar records are subject to transfer to the National Health Insurance Service (NHIS), and the receipt issued by the NHIS is submitted to the district office. Materials on the provision of long-term care benefits must be retained for 5 years from the date the benefits ended. The closure report at the tax office and the return of the unique identification number certificate are separate procedures.
Required documents
- Report of closure of a welfare facility for senior citizens, and report of suspension or closure of a long-term care institution
- Plan for measures for beneficiaries (transfer plan)

Check these first
- Missing the reporting deadline of 30 days before the planned closure date can develop into an issue with the duty to protect beneficiaries.
- Designate the person in charge in advance so that the final month's benefit costs are not lost because the staff member handling claims resigns or the digital certificate is cancelled.
