Job Information Service Business Report — Report Documents and Compliance Rules Before Running a Job Site or App
A business that provides job openings and job seeker information through newspapers, magazines or computer communications such as the internet and apps is a job information service business under the Employment Security Act, and it must be reported to the competent regional employment and labor office before starting. The report form is filed with attachments such as a business plan including a revenue and expenditure budget; processing takes 7 days and there is no fee. Running the business without reporting is punishable by imprisonment of up to 1 year or a fine of up to 10,000,000 won. After reporting, you must follow compliance rules such as verifying the identity of employers, not posting openings below the minimum wage and displaying your report number, and directly matching employers with job seekers counts as job placement, which requires separate registration.
Procedure
1. Check whether the business structure is information provision or job placement
If the service posts job openings and job seeker information and users contact each other directly, it is subject to the job information service business report. If it receives job offers or applications, searches for the other party and mediates so that an employment contract is concluded, it is job placement, and domestic fee-charging job placement must be registered separately with the city, county or district where the main office is located. Map out the user flow at the planning stage and decide which applies first.
2. Prepare the report details and business plan
The report form states the name and location of the reporter and the business office, the means of providing information with the media name and website address, the main occupations and regions covered, whether a charge is made for the information, and the status of any branches. The attached business plan must include a revenue and expenditure budget such as income and spending plans. If there are two or more offices providing job information, each office is reported separately.
3. Submit the report to the regional employment and labor office
The job information service business report form and attachments are filed with the competent regional employment and labor office (employment security agency). A corporation attaches its articles of incorporation and documents proving its establishment, and the officer in charge checks the corporate registration certificate through shared administrative information. Processing takes 7 days and there is no fee.
4. Receive the report confirmation and start the business within 6 months
Once the report is accepted, a job information service business report confirmation is issued and a report number is assigned. The business must start within 6 months from the date of the report. The report number is displayed on the site or app where users can easily see it.
5. Report changes and closure during operation
If any item stated on the report (other than the reporter's address) changes, a change report is filed within 10 days from the date of change. If the business closes, a closure report is filed within 7 days from the date of closure. A business that violates the Act or orders under it in a way that may harm the public interest may have its business suspended for up to 6 months.

Check these first
- Failing to display the report number on the site or app, or leaving openings below the minimum wage posted, may lead to a business suspension of up to 6 months. Set up employer identity checks and minimum wage checks in the posting screen first.
- If the service has a matching function that selects and connects employers and job seekers, it may be treated as job placement and cannot operate on a report alone. Check the scope of features before launch.
