Job Information Service Business Report (Job Sites and Apps)

To run a business that provides job openings and job seeker information through a website, app, newspaper or magazine, you must report a job information service business to the competent Employment Center (employment security agency) under Article 23 of the Employment Security Act; if you operate two or more business offices, each office is reported separately, and a branch is reported to the Employment Center where the branch is located. The report states the means of providing information, the name of the medium, the main occupations and regions covered and whether a fee is charged, and is filed with a business plan that includes a revenue and expenditure budget; the processing period is 7 days and there is no fee. The business must start within 6 months from the date of the report, a change report is due within 10 days when a reported item changes, and a closure report is due within 7 days of closing the business. After reporting, the operator must follow the compliance rules in Article 25 of the Act and Article 28 of the Enforcement Decree (verifying the identity of employers, not posting job information below the minimum wage, displaying the report number, etc.), and a function that arranges employment contracts between employers and job seekers requires separate registration as a job placement business.

Procedure

Procedure

  1. 01

Business structure review: Using the user flow and screen plans, check whether the site or app only posts job information for users to contact each other directly, or receives job and job-seeker applications and arranges employment contracts. If it includes placement functions, it falls under job placement business registration, so the scope of the report is settled first.

  2. 02

Reporting units and entries: Organize the name and location of the business office, the means of providing information, the medium name and website address, the main occupations and regions, the main target users, and whether a fee is charged. Reports are split so that each business office is reported separately and each branch is reported to the Employment Center where it is located.

  3. 03

Drafting the report and business plan: Prepare the Job Information Service Business Report (Form No. 27 of the Enforcement Rule) and a business plan including a revenue and expenditure budget. A corporation attaches its articles of incorporation and proof of establishment, and a business that needs registration or a license under another law attaches a copy of that proof.

  4. 04

Filing with the Employment Center and supplements: The administrative office files the report and attachments with the competent Employment Center on the client's behalf. The officer checks the corporate registration certificate through shared administrative information; the processing period is 7 days and there is no fee. If a supplement is requested, the business plan and service description are aligned and supplementary documents are submitted.

  5. 05

Certificate and operational readiness: Once the report is accepted, the Job Information Service Business Report Confirmation and a report number are issued, and the business must start within 6 months of the report date. Display the report number clearly on the site or app, and set up checks of the employer's business name and business registration and blocking of postings below the minimum wage on the posting screen. When a reported item changes, file a change report (Form No. 12) within 10 days, and on closure file a closure report (Form No. 16) within 7 days.

Adding résumé forwarding or job referral letter functions, or failing to display the report number, can lead to business suspension of up to 6 months for breach of the compliance rules, and a function that selects and connects employers with job seekers cannot be run without job placement business registration, so the scope of functions should be checked before launch.
