Measuring Instrument Manufacturing and Repair Business Registration and Import Business Report in Korea — Inspection Equipment by Type and District Office Filing Documents
A business that manufactures or repairs measuring instruments registers under Article 7 of the Measures Act, and a business that imports measuring instruments files a report under Article 9. By law the authority is the Mayor/Do Governor, but the Enforcement Decree delegates it to the head of the si/gun/gu, so the district office where the business is located receives the filing. Registration requires inspection equipment for each instrument type and test room environment standards, and instruments subject to type approval need separate type approval before manufacture or import.
Procedure
1. Distinguish manufacturing, repair and import
Manufacturing measuring instruments, or repairing instruments you manufactured, is registered as a manufacturing business; repairing instruments made by others is registered as a repair business. Importing measuring instruments as a business requires an import business report, not registration. If you only want to repair the instruments you use yourself, you can apply for designation as a self-repairer.
2. Check inspection equipment by instrument type
Annex 3 of the Enforcement Decree sets separate inspection equipment and specifications for each type, such as non-automatic weighing instruments, weights, gas meters, water and hot water meters, fuel dispensers, LPG meters, watt-hour meters and electric vehicle chargers. If you handle two or more types, overlapping equipment needs to be provided only once. Certain equipment, such as pressure loss testers and pressure resistance testers, may be secured through a lease or joint use contract.
3. Prepare the test room environment and calibration certificates
Test rooms for non-automatic weighing instruments, weights and gas meters must keep a temperature of 20±2℃, and those for other instruments 20±5℃, with relative humidity within 30 to 70%. Measuring equipment used for inspection must have higher precision and accuracy than the instruments inspected and must carry calibration certificates within the calibration cycle.
4. Register or report at the si/gun/gu office
Submit the registration application with a statement of own facilities and a statement of inspection equipment to the si/gun/gu office where the business is located. If the standards are met, a registration certificate is issued, and for an import business a report confirmation certificate is issued. Instruments subject to type approval need separate type approval from a type approval body before manufacture or import.
5. Report changes, suspension and closure
When registered or reported matters change, file a change report within 30 days, and the office notifies whether it is accepted within 7 days. Suspension, closure or resumption of business must also be reported within 30 days. If you register again for the same business within 6 months after a closure report, the former status and the effects of administrative dispositions carry over.

Check these first
- A repair business may only repair within a scope that does not change the type-approved structure or performance, and repairing the entire interior while keeping only the body or outer case exceeds the repair scope.
