Use Report for Imported and Deregistered Motorcycles — Import Declaration Certificate, Use Discontinuation Certificate, Use Inspection for Large Motorcycles

A two-wheeled motor vehicle with a maximum speed of 25 km/h or more must be reported for use to the mayor, county head or district head of its principal place of use under Article 48 of the Motor Vehicle Management Act before it receives a number and number plate and can be ridden. An imported motorcycle needs an import declaration certificate, emission and noise certification or confirmation of exemption, and, where required, a two-wheeled vehicle measurement confirmation, while a motorcycle whose use was discontinued is reported again with a use discontinuation certificate. A large two-wheeled vehicle over 260cc (electric models over 15 kW maximum output) that is reported again after discontinuation must pass a two-wheeled vehicle use inspection before the use report. Riding without a use report is subject to a fine of up to 3,000,000 won.

Procedure

  1. 1. Confirm whether a use report is required and classify the vehicle

A use report is required for two-wheeled vehicles with a maximum speed of 25 km/h or more, while vehicles designated by public notice, such as two-wheeled vehicles without a differential built mainly for mountain terrain or unpaved roads, are excluded. The required attachments differ depending on whether the vehicle is newly imported from abroad or a domestic vehicle whose use was discontinued and is being used again. A vehicle over 260cc in displacement or over 15 kW maximum electric output is classified as a large two-wheeled vehicle.

  2. 2. Prepare customs and certification documents for an imported motorcycle

Emission and noise standards apply to importers as manufacturers, so check whether the vehicle is certified or exempt from certification, such as a single vehicle brought in as household goods when moving residence. The city, county or district office checks the import declaration certificate through administrative information sharing, and if you do not consent, you submit a copy or a customs certificate instead. For a vehicle that cannot be self-certified, apply to the performance testing agency for measurement confirmation with the two-wheeled vehicle specification sheet, exterior drawing and import clearance certificate, and obtain a two-wheeled vehicle measurement confirmation.

  3. 3. Use discontinuation certificate and use inspection for a discontinued vehicle

A person who wants to use a two-wheeled vehicle again after its use was discontinued obtains a two-wheeled vehicle use discontinuation certificate on Form No. 69 from the city, county or district office and checks that the chassis number, model name and displacement on the certificate match the actual vehicle. A large two-wheeled vehicle must undergo a use inspection before the use report by submitting a two-wheeled vehicle inspection application, the use discontinuation certificate and the specification sheet to the Korea Transportation Safety Authority and presenting the vehicle. When going to the inspection, the vehicle may be ridden temporarily with these documents on board.

  4. 4. Take out compulsory insurance and submit the use report

To ride the vehicle, take out liability insurance or similar coverage under the Guarantee of Automobile Accident Compensation Act. Attach whichever applies among the ownership documents, use discontinuation certificate, measurement confirmation and use inspection certificate to the two-wheeled vehicle use report on Form No. 63, and submit it to the city, county or district office of the principal place of use (or the eup, myeon, dong office or branch office where authority has been delegated). If ownership cannot be proven with the attachments alone, add ownership documents such as a sales contract.

  5. 5. Number assignment, plate attachment and later inspections

The city, county or district office checks that the vehicle matches the report, assigns a number, issues a two-wheeled vehicle use report certificate (Form No. 64) and attaches the number plate to the rear of the vehicle. If the person filing the report wishes to attach the plate personally, the plate is issued so they can attach it themselves. A large two-wheeled vehicle that passed the use inspection undergoes its first periodic inspection within 31 days before or after the date that is 2 years from the day after the use inspection.

Checked against the statutes on

Statutes and public notices change, so each case needs to be checked individually. Statute titles are given in English for reference. The Korean statutes are the authoritative text.

Check these first

  • Riding without a use report or without a number plate is each subject to a fine of up to 3,000,000 won, and riding a two-wheeled vehicle that does not meet safety standards is subject to a fine of up to 1,000,000 won.
  • Failing to report changes to reported details or discontinuation of use is subject to a fine of up to 500,000 won, and a use discontinuation report must be filed within 15 days of the reason arising.

Frequently asked questions

How do I get a number plate for a motorcycle I bought directly from overseas?
You receive a number plate after customs clearance by filing a use report. Prepare the import declaration certificate, emission and noise certification or exemption documents, and a two-wheeled vehicle measurement confirmation if the vehicle cannot be self-certified, and submit the two-wheeled vehicle use report to the city, county or district office of the principal place of use.
I bought a motorcycle whose use was discontinued. Can I ride it right away?
No. For a discontinued two-wheeled vehicle, the buyer must obtain a two-wheeled vehicle use discontinuation certificate, file a new use report in their own name and receive a number plate before riding it. Riding without a use report is subject to a fine of up to 3,000,000 won.
Do I need an inspection when reporting a discontinued motorcycle again?
Yes, for a large two-wheeled vehicle over 260cc (electric models over 15 kW maximum output). It must pass a two-wheeled vehicle use inspection before the use report, and the use inspection certificate is attached to the use report. For a two-wheeled vehicle that is not large but is subject to periodic inspection, if it is reported again after its periodic inspection period has passed, the periodic inspection must be taken within 62 days of the new report.
What if the use discontinuation certificate does not match the actual motorcycle?
First compare the chassis number and specifications again. The city, county or district office checks that the vehicle matches the report before attaching the number plate, so if the chassis number, model name or displacement differ, the use report is difficult to complete as is. Check the entries in the two-wheeled vehicle register with the office that issued the certificate.
Can an administrative agent handle a two-wheeled vehicle use report?
Yes. Hwang Yunsang Administrative Office reviews the documents required for imported and discontinued motorcycles, applies for the use discontinuation certificate, prepares the use inspection application and the two-wheeled vehicle use report, and submits them to the city, county or district office on your behalf.
