Nature Conservation Project Agent Registration Requirements — 5 Technical Staff, 500,000,000 won Corporate Capital, 20-Day Processing

Procedure

1. 1. Confirm the scope of projects

   The projects covered are nature restoration projects, ecosystem conservation charge refund projects, substitute nature creation projects, and projects creating storage facilities and constructed wetlands among non-point pollution reduction facilities. A registered agent may take on the design and construction of these projects and the follow-up management and monitoring of projects whose design and construction are complete. Acting as an agent for these projects without registration is a criminal offense, so complete registration before taking orders.

2. 2. Secure 5 technical staff

   You need 1 Professional Engineer Natural Environment Management, 2 Engineers or Industrial Engineers Natural Ecosystem Restoration (1 of whom may be replaced by an Engineer Biological Classification), 1 Engineer Landscape Architecture or intermediate-level landscaping technician, and 1 civil engineering construction technician or forest engineering technician. All must be full-time employees, and anyone whose qualification is suspended does not count. Even if one person falls under two or more categories, that person counts as only 1.

3. 3. Prepare an office and capital

   You must have an office needed for the work and capital of at least 500,000,000 won for a corporation or at least 1,000,000,000 won for an individual. For a stock company this means paid-in capital, for other corporations the contributed capital, and for an individual the appraised value of business assets. A construction business operator under the Framework Act on the Construction Industry does not have to duplicate the technical capability, office and capital already held under the construction business registration standards.

4. 4. Apply to the Nature Restoration Support Center

   Attach the office lease agreement, the technical staff list and qualification documents, and, for individuals, a statement of business assets with supporting documents to the nature conservation project agent registration application, and submit it to the Nature Restoration Support Center. The corporate register, building register and building ledger, and national technical qualification certificates are checked by the Center through shared administrative information. The processing period is 20 days with no fee, and once the requirements are met a registration certificate is issued and the registration is announced on the Center's website.

5. 5. Change registration and performance reports

   If the trade name or name, representative, location, technical staff or capital changes, apply for change registration within 60 days of the change. Submit the annual agency performance report with supporting documents to the Center by the end of February of the following year. The Ministry of Climate, Energy and Environment checks whether the requirements are maintained at least 2 times a year, so replace any technical staff who leave right away.

• If you sign a new nature conservation project contract during a business suspension, your registration is canceled and you cannot register again for 2 years from the date of cancellation.
