Animal Grooming Business Registration Requirements and Facility Standards — Check the Building Use Before Signing a Lease
A dog grooming salon may operate only after registering as an animal grooming business under Article 73 of the Animal Protection Act and attached Table 11 of the Enforcement Rule of the same Act (facility and personnel standards for registered businesses). Under the Building Act, the building must be in Class 1 neighborhood living facility use (where the total floor area of animal grooming salons and similar uses in the same building is under 300 m²) or Class 2 neighborhood living facility use, and the salon must have a reception room separated from the work room, CCTV, and disinfection and ventilation equipment. A 1-person shop can also register, and registration usually takes about 2 weeks.
Procedure
1. Check the building use before signing the lease
Registration is possible in Class 1 (under 300 m²) or Class 2 neighborhood living facilities, which is the building use for animal grooming salons under the Building Act (if the building has another use, such as business facilities, a change of use is needed). Multi-family housing, residential officetels and buildings in violation are not allowed. Check the use in the building register before interior work so that the cost is not wasted.
2. Complete the business operator training
Complete 3 hours of business operator training at the Animal Love Learning Center (Dongmul Sarang Baeumteo) within 1 year before the registration application date, and after registration take 3 hours of regular training every year. Completion is recognized only if you watch 100% of the videos and score 70 points or more on the test.
3. Set up the facilities
Separate the reception room from the work room, and install a fixed grooming table, non-slip flooring, water supply and drainage with hot and cold water, a sterilizer, and temperature, humidity and ventilation equipment. The CCTV must record without blind spots, and the footage must be stored for 30 days or more.
4. Apply for registration
Apply to the competent city, county or district (si/gun/gu) office with facility photos, the training completion certificate and proof of the business premises. The official in charge checks the facilities, and registration usually takes about 2 weeks.
