Restaurant & bar business reports

Temporary Business Report for Pop-Up Stores and Events — A Report Is Required When Food Is Served, Even for a Few Days

If food is cooked, sold or served at a pop-up store or at a temporary booth at a festival or event, a report under Article 37 of the Food Sanitation Act is required regardless of the operating period. A business operator who has already filed a business report for an instant sale manufacturing and processing business, a rest restaurant (hyuge eumsikjeom), a general restaurant or a bakery can run a temporary business for a period of up to 1 month at a place other than the reported business premises by submitting documents such as the business report certificate. If there is no prior report, a new business report must be filed. For events hosted, organized or sponsored by a local government, the city, county or district (si/gun/gu) may set the facility standards separately, so check with the competent sanitation department first. The report schedule should be set at the event planning stage so that it is ready by the opening day.

Procedure

  1. 1. Check whether a report is required

Serving coffee, drinks or alcoholic beverages inside a pop-up, selling snacks at a flea market, or handing out samples may also require a report. The business type differs depending on whether finished products are sold in their packaging as they are or are cooked or divided into portions on site, so start by sorting out the sales method.

  2. 2. Organize the event information and the basis for using the venue

Organize the event name, operating period, venue, and the booth or venue-use contract signed with the organizer. A temporary business report is accepted only when the event period and venue are specified, so if there is a confirmation document from the organizer, obtain it first.

  3. 3. Prepare for the sanitation requirements

Check the health examination results of the people who cook and sell, whether sanitation education has been completed, the cooking equipment, and the water supply and washing methods. The required documents and on-site standards differ slightly by local government, so check in advance with the competent sanitation department.

  4. 4. Report to the competent city, county or district office

Submit the report form to the sanitation department of the city, county or district (si/gun/gu) office having jurisdiction over the event venue. If you file just before opening, there is no time to handle requests for supplementation, so file with time to spare.

Checked against the statutes on

Statutes and public notices change, so each case needs to be checked individually. Statute titles are given in English for reference. The Korean statutes are the authoritative text.

Check these first

  • Many people mistakenly think that no report is needed because the event runs for only a few days. Include the report schedule at the event planning stage.
  • For a touring pop-up that moves between regions, file a separate report with the competent office for each venue.
