Designation as a Volume-Based Waste Bag Retailer: Application Procedure

Local governments collect household waste fees by selling volume-based waste bags, and by ordinance they may have others produce, distribute and sell the bags on their behalf (Waste Management Act, Article 14, paragraphs 5 and 7). Therefore the designation requirements, application form and conditions differ by local government. Before applying, check the ordinance and public notice of the city, county or district concerned, and prepare the application and attachments in that form.

Procedure

Procedure type
  • Certification Difficulty High

Designation or certification after document review and on-site evaluation against the criteria set by the agency. The result depends on the evaluation score or review outcome.

  1. 1. Check the local ordinance and public notice

Article 14, paragraph 7 of the Waste Management Act provides that a mayor, county governor or district head may, as set by ordinance, have others produce, distribute and sell volume-based waste bags. The eligibility, distance rules, application period and form are in that ordinance and the local government's notice, so first check the local rules of the city, county or district where the shop is located.

  2. 2. Review the shop's status against the requirements

Compare the business type the ordinance specifies (such as retail), business registration or report status, distance from existing retailers and disqualifying grounds with the shop's actual situation. If a requirement is not met, ask the responsible department how to remedy it before applying.

  3. 3. Prepare the application and attachments

Use the form set by the local government for the designation application, and prepare attachments as the ordinance or notice requires. Many require copies of the business registration, business report and ID, but this varies by local government, so follow the wording of the notice exactly.

  4. 4. Filing and review

Submit the application to the cleaning administration department of the city, county or district, which reviews the requirements and decides on designation. If a supplement request arrives, supplement the documents within the deadline.

  5. 5. Confirm obligations after designation

After designation, check in the ordinance and designation notice the obligations on selling price, settlement of bag payments and stock management, and follow them. Keep the notice.

Check these first

  • Many local governments accept applications only during set periods, so check the notice period first.
  • Requirements differ by local government, so do not apply another region's case as is.

Frequently asked questions

Where can I check the retailer designation requirements?
They are set by local ordinance under Article 14, paragraph 7 of the Waste Management Act. Check the local rules and the cleaning administration department's notice of the city, county or district where the shop is located.
Is the same application form used nationwide?
No. The law does not prescribe a form; local governments set it by ordinance and notice, so forms and attachments differ.
Does the retailer set the price of the waste bags?
The fee is collected by selling volume-based bags as set by ordinance (Waste Management Act, Article 14, paragraph 5). The price follows the ordinance and is not set by the retailer.

Yes. Hwang Yunsang Administrative Office checks the local ordinance, reviews the requirements and prepares and files the application and attachments on your behalf. The local government decides whether to designate.
