Applying for Young Farmer Settlement Support — Under-40 and 3-Year Farming Experience Requirements and Writing the Farming Plan

Young farmer settlement support is a program under Article 8 of the Act on the Fostering and Support of Successors in Agriculture and Fisheries and Young Farmers and Fishers that pays a farming settlement grant for living and farming needs, on condition of farming for a set period, to people selected as youth start-up successor farm managers. To be selected you must be a young farmer under 40, if you already run a farm your total farming period must be 3 years or less, and the feasibility and growth potential of your farming plan for full-time farming must be recognized. The Ministry of Agriculture, Food and Rural Affairs announces by December 31 each year the selection plan for the next year, including the number to be selected, selection requirements and the application period, and applicants submit the selection application, business plan and documents proving the requirements to the city, county or district during that period (online through the Agriculture Business Information System). Details such as the monthly grant amount, the support period and income and asset criteria are set each year in the program implementation guidelines. If the grant is used for other purposes or the farming obligations are not met, the grant may be recovered.

Procedure

  1. 1. Check the selection plan announcement and eligibility

Check the selection number, selection requirements and application period in the next year's selection plan, which the Ministry of Agriculture, Food and Rural Affairs announces by December 31 each year. The basic statutory requirements are being a young farmer under 40, a total farming period of 3 years or less if already farming, and the feasibility and growth potential of a full-time farming plan, while detailed requirements such as the range of birth years and income and asset criteria are set each year in the program implementation guidelines. Women living in rural areas and members of multicultural families receive preference in selection.

  2. 2. Organize basic data on crops, farmland, funds and sales channels

First organize the crops you will grow, whether you will buy or lease farmland, the facilities and farm machinery needed, your own funds and policy fund financing plan, and your buyers. Plan screening also checks whether labor and equipment match the cultivation area and whether the timing of facility expansion matches the timing of fund spending. Collect materials such as farmland lease agreements and quotations that support the figures in the plan.

  3. 3. Write the business plan (farming plan)

To show feasibility and growth potential, which are the selection requirements, write consistent figures for cultivation scale by year, expected production and selling prices, required funds and financing methods, and education and skill acquisition plans. If you set the business goal for the final year first and work backward to the first year's preparations, the figures for each year fit together. A plan to increase production should also state sales channels and responses to price declines, and you check that the plan's figures match the attached materials.

  4. 4. Submit the selection application and selection procedure

During the application period, submit the youth start-up successor farm manager selection application with the business plan and documents proving the selection requirements to the city, county or district, and online applications are made through the Agriculture Business Information System. The mayor, county head or district head reviews the requirements and sends the results to the provincial governor, and when the provincial governor or the Minister of Agriculture, Food and Rural Affairs makes the selection, a selection certificate is issued. The processing period on the application form is 60 days and there is no fee.

  5. 5. Using the grant and fulfilling obligations after selection

The farming settlement grant may be used only for designated purposes such as daily necessities and food, education, medical and cultural service expenses, and farming supplies such as farm materials, fertilizer, pesticides and feed. You must farm full-time for the period set as a condition of payment and complete the education courses announced by the Minister of Agriculture, Food and Rural Affairs. Authorities may request materials or enter farmland to inspect grant use, so keep records of spending and farming.

Statutes and public notices change, so each case needs to be checked individually. Statute titles are given in English for reference. The Korean statutes are the authoritative text.

Check these first

  • Applications are accepted only during the application period set in the selection plan, so prepare farmland, fund and sales channel materials before the announcement.
  • If the plan's cultivation area, production or fund figures differ from the attachments, or another person's plan is copied, it weighs against you in the feasibility review, and after selection the plan and actual farming are subject to inspection.

Frequently asked questions

Up to what age can I apply for young farmer settlement support?
By law you must be under 40. The age requirement for young farmers is set as under 40 in Article 3 of the Enforcement Decree of the same Act, and the eligible birth-year range and other detailed criteria are set each year in the program implementation guidelines and the selection plan announcement.
Can I apply if I am already farming?
Yes, if your total farming period is 3 years or less. Prospective farmers who have not yet started farming can also be eligible, and in either case you are selected only if the feasibility and growth potential of your full-time farming plan are recognized.
How much is the farming settlement grant per month?
The monthly grant amount and support period are not fixed by law and are set each year in the program implementation guidelines. The law sets the uses of the grant as daily necessities and food, education, medical and cultural service expenses and farming supplies, so check the amount and period in the announcement for the application year.
Are there cases where the grant must be returned?
Yes. All or part of the grant may be recovered if it was received by fraud or other improper means, used for purposes other than intended, if the payment requirements were not met, or if obligations such as full-time farming or completing education were not fulfilled. If it is not returned, it may be collected in the manner of national tax delinquency procedures.
Does an administrative agent prepare the application and farming plan?
Yes. Hwang Yunsang Administrative Office checks eligibility against the selection plan announcement, organizes crop, farmland, fund and sales channel materials, writes the business plan (farming plan), prepares the selection application and attachments, and submits them to the city, county or district on your behalf. Some steps of online application through the Agriculture Business Information System require the applicant's own authentication, so they are done together with the applicant.
