Automotive Repair Business (Car Repair Shop) Registration

To inspect and repair vehicles as a business, you must register an automobile management business (automotive repair business) with the city, county or district office having jurisdiction over each business site, under Article 53 of the Motor Vehicle Management Act and Article 111 of its Enforcement Rule. Repair businesses are divided into general automotive repair, small-vehicle general repair, specialized automotive repair and engine specialized repair. Annex 21-5 of the Enforcement Rule sets the facility area, including workshop, inspection bay, office and parts storage, at 1,000㎡ or more for general, 400㎡ for small-vehicle general, 50㎡ for specialized and 300㎡ for engine specialized repair, and further standards are added by the ordinance of the province or a city with a population of 500,000 or more. If the application does not fall under the registration standards or restrictions, the office sets and notifies a securing period of up to 12 months, and once you secure the facilities and mechanics within that period and submit the documents, a registration certificate is issued. Registration is refused for grounds of disqualification under Article 54 of the Act (for example, less than one year since a registration was cancelled), and many applications are blocked by building use, floor area or ceiling height, so check these before signing a lease.

    Choose the repair business type: General repair covers all vehicle types, and small-vehicle general repair covers passenger cars and light/small vans, trucks and special vehicles. Specialized repair may only work on devices outside the restricted work scope in Annex 26 of the Enforcement Rule, and registration may also be limited to electric and hydrogen electric vehicles.

    Pre-review the land and building: Check zoning restrictions in the land use plan confirmation, and check in the building register whether the use is an automobile-related facility, whether a change of use is possible, and whether it is marked as an illegal building. Confirm on the drawings that the required facility area and ceiling height for a lift are available, along with any additional standards in the local ordinance.

    Submit the registration application: Attach the site location map and floor plan, the facility list and planned layout, and a business plan including required funds and staffing plan to the automobile management business registration application, and submit it to the city, county or district office of the business site. The corporate register and land use information are checked by the official through shared administrative information.

    Securing period notice: If the office finds no problem with the registration standards, restrictions or grounds of disqualification, it sets and notifies a securing period of up to 12 months for facilities and mechanics. It may be extended only once for reasons such as delays in permits or reviews under other laws or natural disasters.

    Submit facility and staffing documents: Within the period, submit proof of the right to use the land and building, the facility list and layout, documents proving compliance with the registration standards, and copies of mechanics' qualification certificates with their consent to employment. If you install painting facilities, also check whether environmental reports such as for air pollutant emission facilities apply.

    Certificate issuance and follow-up: Once the documents are complete, the business is entered in the register, a start date is set and the automobile management business registration certificate is issued. If registered items such as trade name, location or area change, apply for a change of registration within 15 days, and report suspension or closure before the planned date.

If the facilities and mechanics are not secured within the securing period, the securing notice is cancelled, so include a lease clause allowing termination if repair business registration is not possible, and align equipment delivery and mechanic hiring with the securing period.
