   Confirm whether registration is required: Manufacturing feed (including mixing, blending and processing) for sale or supply requires registration. First check whether the case involves designated single-ingredient or supplementary feed made from by-products of farming, grain processing or food manufacturing below the prescribed scale, and decide whether the feed is single-ingredient, formula or supplementary feed.

   Check the facility standards: Install mixing, grinding, heating and other facilities that meet the standards for each type of feed, and summarize their layout and specifications in a facility outline. Manufacturers of food, health functional food or veterinary drugs who make part of their own products into feed are not separately subject to the feed facility standards.

   Apply for registration and facility inspection: Submit the feed manufacturing business registration application with the facility outline to the city or province where the facility is located. If single-ingredient feed is made in mobile facilities such as fishing vessels, submit it to the city or province of the main office or the main port of call. The city or province inspects the facility and issues a registration certificate if it meets the standards.

   Register feed components: For each feed to be manufactured, submit a feed component registration application with the names of the raw materials, a raw material mixing ratio table (for formula and mixed feed) and a description of the manufacturing process to the city or province, and receive a feed component registration certificate. The feed can be sold only after component registration.

5. 05

   Change and succession reports after registration: Changes to designated manufacturing facilities require a change report, and the city or province notifies acceptance within 10 days. Suspension, closure and resumption of business also require reports, and a person who acquires the business or all manufacturing facilities through auction submits a manufacturing business succession report within 30 days of succession.

Feed cannot be sold with the manufacturing business registration alone; component registration must be completed for each feed, so the launch schedule should take both the facility inspection and the component registration period into account.
