Feed Manufacturing Business Registration and Feed Ingredient Registration — Procedure for Single, Formula and Supplementary Feed
To manufacture single feed, formula feed or supplementary feed for sale or supply, you register a feed manufacturing business with the mayor or governor of the city or province where the manufacturing facility is located. The city or province inspects the facility and issues a registration certificate if it meets the standards, and the type, ingredients and ingredient amounts of each feed must be separately registered before it can be sold.
Procedure
1. Check whether registration is required
Manufacturing feed (including mixing, blending, compounding or processing) for sale or supply requires registration. Registration may be omitted when by-products from farming, grain processing or food manufacturing that are designated single or supplementary feed are produced and supplied at 4 tons or less per day.
2. Prepare manufacturing facilities
Prepare manufacturing facilities that meet the facility standards for each feed type. Food or food additive manufacturers, veterinary drug manufacturers and health functional food manufacturers that make part of their own products into feed are not separately subject to the feed facility standards.
3. Apply for registration and facility inspection
Submit the feed manufacturing business registration application with a facility summary to the city or province with jurisdiction over the manufacturing facility. The city or province inspects the facility and issues a feed manufacturing business registration certificate if it meets the standards.
4. Feed ingredient registration
Register the type, ingredients and ingredient amounts of the feed you will manufacture or import with the city or province. After confirming compliance with the feed standards, it issues an ingredient registration certificate. If a registered feed is not manufactured or imported for 1 year or more without a justifiable reason, the registration is cancelled.
5. Feed safety manager and later reports
Manufacturers of designated feed such as trace minerals appoint at least 1 feed safety manager. File a change report when changing mixing, grinding, boiling or heating facilities (acceptance notified within 10 days), report suspension, closure or resumption, and file a succession report within 30 days if you acquire the business.
