Food manufacturing & distribution businesses
How to Register a Food Manufacturing and Processing Business — Facility Standards, Item Manufacturing Report and Mandatory HACCP Items
To make food and supply it to other businesses or sell it online or through distribution channels, you must register a food manufacturing and processing business under the Food Sanitation Act with the city, county or district (si/gun/gu) office where the place of business is located. It is a different type of business from the instant sale manufacturing and processing business, which sells directly to consumers at the shop. Registration is granted only when the partitioning and flow lines of the workplace meet the facility standards, and a product can be produced only after an item manufacturing report has been filed for it.
Procedure
1. Decide the business type and the products
First decide the products to be made and how they will be sold. Whether registration is required and which facility standards apply depend on whether the business is an instant sale manufacturing and processing business that sells directly to consumers or a food manufacturing and processing business that also supplies and distributes. Also check at this stage whether the product is an item subject to mandatory HACCP.
2. Check the location before signing the factory contract
Use the use category in the building register, the land use plan confirmation certificate and the floor plan to see whether a food factory can be located there. The septic tank capacity and the drainage structure should also be checked. If you do not check before the contract, you can end up paying rent on a building where registration is not possible.
3. Design the workplace partitioning and flow lines
Divide the spaces for raw material storage, pre-treatment, manufacturing, packaging and finished product storage, and arrange them so that the flow from raw materials coming in to finished products going out runs in one direction. Finish the floor and walls so that they can be washed with water, and install ventilation, drainage, and refrigeration and freezing facilities. For a mandatory HACCP item, include the separation of general and clean zones in the drawings from the start so that the construction work is not done twice.
4. Sanitation education and registration application
The business operator receives food sanitation education in advance, and the employees undergo a health examination. When the registration application and the facility materials are submitted to the competent city, county or district office, the registration certificate is issued after an on-site check. Include in the schedule the time needed to correct points raised on site.
5. Item manufacturing report
For each product, file an item manufacturing report with the manufacturing method statement attached, before production starts or within 7 days after it starts. The manufacturing method statement describes the process from receipt of raw materials through weighing, mixing, heating, filling, packaging and storage, and this process must match the actual flow lines of the workplace.
