Procedure
Procedure
- 01
Check the official specification and fertilizer type: First confirm which fertilizer type in the official specification notified by the Minister of Agriculture, Food and Rural Affairs the imported product falls under. Fertilizer without a notified specification cannot be imported, stored, displayed, sold, distributed or supplied until one is set (except for test or research use), and the report is filed by fertilizer type, so multiple products are prepared separately.
- 02
Organize manufacturing process and raw-material documents: Obtain the manufacturing process, raw materials and input ratios from the overseas manufacturer and organize them by fertilizer name. Also check at this stage whether the input ratios are within the tolerances in Table 1 of the Enforcement Rule (or the ratios set in the official specification) to reduce supplementation requests after filing.
- 03
Prepare the component analysis report and cultivation test report: The analysis of guaranteed components, harmful components and other specifications must be performed by a testing institute designated and notified by the Rural Development Administration using the notified quality inspection method. For fertilizers whose official specification requires cultivation test results, a cultivation test report from the same type of institute is also prepared, and foreign-language documents are translated.
- 04
Prepare the report form: Enter the reporter's details, the business location (including the storage warehouse), the type and name of the imported fertilizer, the guaranteed and harmful component amounts and the country of import on Form No. 13 of the Enforcement Rule. The fee set by the municipal ordinance of the city, county or district is paid when filing.
- 05
Submit and respond to supplementation: Submit the report and attachments to the fertilizer department of the city, county or district office with jurisdiction over the business location. The office must notify acceptance or an extension of the processing period within 7 days of receipt, and after checking that the fertilizer meets the official specification and standards and that no restriction applies, it issues the fertilizer import business report certificate (Form No. 15). If supplementation is requested, the documents are completed within the given period.
- 06
Reports after filing (change, suspension, closure, succession): A change or closure must be reported within 30 days from the date it arises, using the change report (Form No. 11) or closure report (Form No. 16) with the report certificate attached. A change of raw materials or addition of a fertilizer name requires the analysis documents to be attached again, a suspension of 6 months or more must be reported in advance, and a successor by inheritance, transfer or merger must file the succession report (Form No. 17-2) within 30 days of succession.
