Procedure
Procedure
- 01
Confirm the target building and timing: check the use and gross floor area in the building register to see whether it is a use-category building of 5,000 ㎡ or more. Apartment buildings are excluded, and for existing buildings check whether the deemed-appointment dates of July 18, 2025, 2026 or 2027 apply by floor area.
- 02
Check qualification and grade: confirm from the career record book that the candidate is a technical ICT engineer with 20 hours or more of manager training. The grade is special for 60,000 ㎡ or more, advanced or higher for 30,000 ㎡ or more, intermediate or higher for 15,000 ㎡ or more, and beginner or higher for 5,000 ㎡ or more; one person may be appointed for up to 5 buildings.
- 03
Prepare and file the appointment/dismissal report: within 30 days of the appointment or dismissal date, submit Form No. 10 to the city, county or district office with the employment certificate (or a copy of the outsourcing contract), a copy of the career record book and the career confirmation. The office checks the building register through shared administrative information.
- 04
Apply for the appointment report certificate: if a certificate is needed, submit the Form No. 12 application, and the office promptly issues the Form No. 13 certificate. If reported details (name or address of the managing party, manager's address, grade or record book number) change, file a change report within 30 days.
- 05
Organize the maintenance, management and performance inspection plan documents: prepare for each building the status table of facilities to be inspected, the maintenance and management procedures and the performance inspection plan. Inspections are required at least once a year, records must be kept for 5 years and submitted on request of the local office.
