   Scope review: Compare the product specifications (power type, rated voltage, rated output, intended use) against the product lists and notes in Annexes 3, 4 and 5 of the Enforcement Rule to determine whether safety certification, safety confirmation, or supplier's declaration of conformity applies. The same item can fall into different groups depending on AC or DC power, and products used by children aged 13 or under are checked separately under the Special Act on the Safety of Children's Products.

   Model, factory and applicant information: Because certification and reports are made per model, we organize the basic and derivative models, manufacturing factories and the applicant. A foreign manufacturer may appoint a person residing in Korea as its agent, and if two or more factories make the same product, a business registration copy for each factory and proof that the products are identical are required. Obtain the product description, electrical circuit diagrams and parts list from the overseas manufacturer in advance.

   Drafting applications and reports: Prepare the safety certification application (Form No. 4) for safety certification products, the safety confirmation report (Form No. 14) for safety confirmation products, and the supplier's declaration of conformity (Form No. 17) and its report (Form No. 18) for electrical appliances in that group. When importing the same model already certified by another importer, the application is prepared with the certification body's test report attached.

   Submission and supplementation: The safety certification application and safety confirmation report are filed with the safety certification body before release or customs clearance, and the supplier's declaration report and the exemption confirmation application (Form No. 7) are filed with the Korea Product Safety Management Institute. The certification body must notify the result within 45 days of receiving the application, and if supplementation is requested, we obtain the materials from the overseas manufacturer and resubmit.

5. 05

   Results and marking: Once the safety certificate, declaration confirmation or exemption confirmation is issued, we guide the client to apply the required mark on the product or packaging. Changes to safety-related parts or structure require a modified certification or a change report, and documents proving compliance with the safety standards must be kept on file.

Manufacturing or importing covered products without safety certification or a safety confirmation report can be punished by up to 3 years in prison or a fine of up to 30 million won, so check the product category and the overseas manufacturer's technical documents before signing an import or OEM contract.
