Waste Collection and Transport Business Permit (Including Dedicated Vehicle Standards)

A business that collects waste and transports it to recycling or disposal sites must, under Article 25 of the Wastes Control Act, submit a waste treatment business plan, receive a notice of suitability, and then obtain a permit within 6 months of that notice after securing the required facilities, equipment and technical capability. Designated waste is handled by the regional environmental office with jurisdiction over the parking lot, and other waste by the city/province with jurisdiction over the contact point or office. The key to the permit is the vehicle standard in Annex 7 of the Enforcement Rule: household waste requires sealed compaction vehicles, while designated waste requires sealed vehicles plus a parking lot, a vehicle washing facility and technical personnel. A company holding an intermediate disposal or recycling business permit does not need a separate collection and transport permit to carry the waste it treats itself.

Procedure

Procedure

  1. 01

Classify the waste and business type: Decide whether you will carry household waste, non-emission-facility business waste, emission-facility business waste, designated waste or medical waste. Vehicle and facility standards and the filing office differ by waste type, and some waste such as waste paper and scrap metal may fall under the Article 46 waste treatment report instead of a permit.

  2. 02

Check dedicated vehicle standards: Household waste requires at least 1 sealed compaction vehicle (2 in a special or metropolitan city) and at least 1 sealed or sealed-cover vehicle (total load capacity of 4.5 tons or more). Solid emission-facility business waste requires at least 2 sealed or sealed-cover vehicles, and liquid waste at least 1 tank lorry and 1 sealed vehicle.

  3. 03

Submit the waste treatment business plan: File the business plan (Form No. 17) with a collection and transport plan (including plans for facilities, equipment and technical capability). Designated waste goes to the regional environmental office for the parking lot location; other waste goes to the city/province for the contact point or office location.

  4. 04

Respond to the suitability review: The authority checks disqualification grounds, whether the office and parking lot location conflict with other laws, and whether the planned vehicles and technical capability meet the permit standards, then notifies suitability. If supplements are requested, align the vehicle plan and proof of right to use the premises and resubmit.

  5. 05

Apply for the permit within 6 months: Within 6 months of the suitability notice, secure the vehicles and file the permit application (Form No. 18) with the facility and equipment specification, the collection and transport plan, and proof of technical capability and qualifications. For unavoidable reasons such as natural disasters, the period may be extended on request by up to 6 months in total.

  6. 06

Change permits and vehicle management: Changing the waste to be carried, the business area for household waste, the parking lot location for designated waste, or adding transport vehicles (excluding temporary vehicles) requires a change permit. Designated waste vehicles must have a yellow body and display the designated waste vehicle marking, company name and phone number on both sides of the cargo box.

The permit application period after the suitability notice is only 6 months, shorter than for disposal or recycling businesses, so set the schedule for buying or converting vehicles and hiring technical staff before submitting the business plan.
