Waste Collection and Transportation Business Permit Procedure — Apply for the Permit within 6 Months after the Business Plan Suitability Notice

To run a business collecting waste and transporting it to recycling or disposal sites, you submit a waste treatment business plan, receive a suitability notice, and then obtain a permit after securing facilities, equipment and technical capability. Designated waste is handled by the regional environmental office, and other waste by the city or province. A collection and transportation business must apply for the permit within 6 months from the date of the suitability notice.

Procedure

  1. 1. Check the waste to be transported and the business type

Decide which of household waste, business site waste and designated waste you will transport. Medical waste must be kept separate from other waste with separate facilities, equipment and a business site. A business with an intermediate disposal or recycling permit that transports waste it treats itself does not need a separate collection and transportation permit.

  2. 2. Submit the waste treatment business plan

Attach a collection and transportation plan (including plans for installing facilities and securing equipment and technical capability) to the business plan. A designated waste collection and transportation business submits it to the regional environmental office having jurisdiction over the parking lot location, and other waste businesses submit it to the city or province having jurisdiction over the contact point or office location.

  3. 3. Suitability notice

The authority reviews grounds for disqualification, whether the office or parking lot location conflicts with other laws, and whether the planned facilities, equipment and technical capability meet the permit criteria, and then notifies whether the plan is suitable.

  4. 4. Apply for the permit within 6 months

Within 6 months from the date of the suitability notice, secure equipment such as transport vehicles and technical capability and submit the permit application. If you cannot apply within the period due to unavoidable reasons such as natural disasters, an extension of up to 6 months in total may be granted upon request. A household waste collection and transportation business may be given a condition restricting its business area.

  5. 5. Change permit and report of change

To change the representative or trade name, the contact point or office location (including the parking lot for designated waste), the household waste business area, the types of waste transported, or the number or type of transport vehicles, obtain a change permit. Other matters are handled by a report of change, and acceptance of a report of change is notified within 20 days.

Checked against the statutes on

Statutes and public notices change, so each case needs to be checked individually. Statute titles are given in English for reference. The Korean statutes are the authoritative text.

Check these first

  • The 6 months after the suitability notice is shorter than for other business types, so set the schedule for securing vehicles and technical staff at the business plan stage.
  • Waste may not be transported to places subject to a treatment order or an order to stop bringing in waste, so check the status of the contracted treatment site.

Frequently asked questions

Where do I apply for a waste collection and transportation business permit?
For designated waste, the regional environmental office having jurisdiction over the parking lot location; for other waste, the city or province having jurisdiction over the contact point or office location. The business plan and the permit application are submitted to the same authority.
By when must I apply for the permit after the suitability notice?
Within 6 months from the date of the suitability notice. Unlike disposal and recycling businesses, which have 2 years (3 years for incineration and landfill facilities), the period for collection and transportation businesses is short.
If I add one more transport vehicle, do I only need to file a report?
You need a change permit. The number or type of transport vehicles is an important matter for a collection and transportation business, so it requires a change permit rather than a report of change.
Does a disposal company need a transportation permit to carry waste itself?
No. A business with an intermediate disposal, final disposal or recycling permit can transport the waste it will treat itself without a collection and transportation permit.
Can I lend my permit to another company?
No. A waste treatment business operator may not let another person treat waste under its name or trade name or lend its permit.
Does an administrative agent handle waste collection and transportation business permits?
Yes. Hwang Yunsang Administrative Office prepares the waste treatment business plan and collection and transportation plan, prepares and submits the permit application on the client's behalf, and prepares change permit and report of change documents.
