Business Waste Discharger Report, Report of Change, and Managing Electronic Manifests on Allbaro
When business waste above a certain scale is generated at a factory, construction site, large business site or the like, a discharger report is filed with the competent city, county or district (si/gun/gu) office, and electronic manifests are managed through the Allbaro system of the Korea Environment Corporation. Designated waste such as waste oil and waste acid is subject not to a discharger report but to confirmation of a treatment plan. If the trade name, the location, or the treatment plan (treatment method) for each type of waste changes, a report of change is filed within 1 month from the date the cause arises.
Procedure
1. Identify the waste types and calculate the discharge amount
Classify the waste generated at the business site as general business waste or designated waste, and calculate the average daily discharge based on recent discharge amounts. This calculation is the basis for whether a report is required and for the quantities in later manifests.
2. Discharger report or confirmation of the treatment plan
For business waste, file a discharger report with the competent city, county or district office. For designated waste, submit a treatment plan, have it confirmed, and receive a certificate of confirmation.
3. Allbaro system registration and electronic manifests
The discharger, the collection and transport business operator and the treatment business operator each enter the electronic manifest in the Allbaro system. Failing to enter an electronic manifest or entering false information is punishable by imprisonment for up to 2 years or a fine of up to 20,000,000 won, so decide how the account and digital certificate of the person in charge will be managed.
4. File a report of change within 1 month when a cause for change arises
Causes for a report of change include a change of trade name or location, a change in the treatment plan (treatment method) for each type of waste, an increase of 50% or more in the monthly average discharge, and the additional discharge of a new type of waste. A case where the treatment method stays the same and only the treatment site changes is excluded from the report of change, so first check whether replacing the contracted treatment company falls under this. Businesses often correct only their business registration and miss the report of change for waste.
5. Annual performance report
Submit the report on waste generation and treatment results by the last day of February every year. At the end of the year, cross-check the quantities in the electronic manifests against the amounts actually treated.
Required documents
- Business waste discharger report form (a treatment plan for designated waste)
- Materials on the type and properties of the waste and the calculation of the discharge amount
- Treatment contract with the contracted treatment company, copy of the treatment company's permit
- Business registration certificate, layout plan of the business site
- For a report of change: materials showing the change and the existing report certificate
Fees
The discharger report and the report of change involve almost no separate government fee. Agency service fees in the industry are generally in the range of several hundred thousand won and vary depending on whether the work also covers the discharge calculation, the designated waste treatment plan and the initial Allbaro setup. We will advise on the fee after reviewing the business site and a consultation.
