Work-Life Balance Campaign Participation Application

The Work-Life Balance Campaign is a participation program run by the Ministry of Employment and Labor. A company selects practices such as reducing long working hours, improving the way work is done, and encouraging leave use, applies, and is then selected by the Minister of Employment and Labor as a participating company. Annex 2 of the Public Procurement Service (PPS) Detailed Criteria for Eligibility Review of Technical Services lists companies selected as Work-Life Balance Campaign participants under the 'response to low birth rate' credibility item at 0.2 points, while the PPS Detailed Criteria for Eligibility Review of General Services have no such item. Under Article 4 of the same criteria, credibility points are added only when the performance capability or financial status score falls short of the scoring limit, and only within that limit. Unless the bid notice states otherwise, the review reference date is the bid notice date (Article 2), so the selection result should be obtained before the notice.

Procedure

Procedure

  1. 01

Check the scoring benefit: First confirm that the bid is a PPS technical services bid and that the credibility items in the notice include campaign participants. Companies whose capability score already reaches the scoring limit receive no added points.

  2. 02

Choose practices: Select policies the company already runs or will soon run, such as leaving on time, simplified meetings and reporting, flexible work, encouraging annual leave use, and guaranteed family care time. Organizing existing policies makes evidence easier.

  3. 03

Organize operating evidence: Group materials showing each practice is actually in operation, such as rules of employment or internal regulations, internal notices, and attendance and leave records. Policies that exist only on paper without operating records are written separately as action plans.

  4. 04

Prepare the action plan: Describe in concrete terms when each future policy will start, which employees it covers, and how it will operate. The review focuses on whether the submitted practices are specific and feasible.

  5. 05

Apply and respond to supplement requests: Submit the participation application and evidence in the manner set by the Ministry of Employment and Labor and wait for the selection result. If a supplement request arrives, submit additional materials within the given period.

  6. 06

Use it in bid documents: Confirm that the selection document is valid as of the bid notice date and include it in the eligibility review documents. Materials arising after the day following the bid notice date are excluded from evaluation, so time the application to the bid schedule.
