Applying to Join the Work-Life Balance Campaign — How to Earn Credibility Bonus Points in the Procurement Qualification Examination
The Work-Life Balance Campaign is a participation program run by the Ministry of Employment and Labor. A company chooses practice items, such as reducing long working hours, improving the way of working and using leave, then applies and receives approval. A company selected as a campaign participant can receive 0.2 points under the low birth rate response item of the credibility evaluation in the Public Procurement Service's qualification examination for technical services. The qualification examination for general services has no such item and only gives 2.0 points to a Korea Work-Life Balance Excellent Company. However, credibility points are added only when the performance capability score falls short of its limit, so weigh this together with your bidding plan.
Procedure
1. Check whether the bonus points bring a real benefit
Check the credibility item in the bid notice and in the detailed standards for qualification examination of the bid you intend to join. Credibility points are added only when the performance capability score, which covers items such as performance record and business standing, falls short of the maximum allotted score, and only within that limit. The effect is therefore small for a company that is already close to a full score.
2. Choose the practice items
Choose arrangements that the company already operates or will operate, such as leaving work on time, simpler meetings and reports, flexible work, encouraging the use of annual leave and guaranteed time for family care. Documenting arrangements already in place is easier to evidence than creating new ones.
3. Prepare the evidence and the plan
Organize materials showing that the arrangements are actually operated, such as the rules of employment or internal regulations, notices and attendance records, together with the plan for future practice. The review focuses on whether the submitted practice items are specific and feasible.
4. Online application and approval
Submit the participation application and the evidence by the method set by the Ministry of Employment and Labor and wait for approval. If a request for supplementation comes, submit further materials within the period given.
5. Use in bid documents
The approval certificate is accepted as credibility material only within its period of validity, so check that it is valid as of the bid notice date and include it in the qualification examination documents.
