Type Report and Same-Type Import Report for Imported Construction Machinery — Preparing the Specification Sheet and Test Reports
To manufacture or import construction machinery, you must obtain type approval from the Minister of Land, Infrastructure and Transport for that type, or file a type report for the machine categories specified in the Enforcement Decree. When you bring in machinery of the same type as one already approved or reported, you file a same-type import report. The Korea Transportation Safety Authority or an inspection agent receives the filing, and for a report, notice of whether it is accepted is given within 10 days from the date of receipt.
Procedure
1. Check whether the machine requires approval or a report
Machine categories listed in Article 11 of the Enforcement Decree, such as bulldozers, crawler excavators, crawler loaders and crawler cranes, forklifts, scrapers, rollers, road stabilizers and concrete batching plants, are subject to a type report. Other construction machinery must obtain type approval. If the purpose is research and development or export, you may proceed without obtaining approval or filing a report.
2. Check whether the same type already exists
If the same type has already been approved or reported, proceed with a same-type import report. In this case, the basic documents are the specification sheet and copies of the shipping documents, and a person importing for the first time also submits documents showing that after-sales service facilities and technical personnel have been secured.
3. Align the specification sheet with the technical data
Prepare the construction machinery specification sheet, the exterior drawing, and documents that can confirm conformity with the Korean safety standards. The conformity documents may be replaced by a test report or certificate issued by the Korea Transportation Safety Authority, an accredited testing or research institute, or the manufacturer. Compare the figures in the overseas materials with the values entered in the specification sheet to make sure they match.
4. Set up an after-sales service system
An importer that has obtained type approval or filed a type report must provide after-sales service, such as supplying maintenance parts and providing technical data for maintenance and inspection. At the first report, the importer submits documents showing that after-sales service facilities and technical personnel have been secured, and using the facilities of a construction machinery maintenance business operator or another manufacturer is also an option.
5. Filing and confirmation inspection
Submit the type report form to the Korea Transportation Safety Authority or an inspection agent. Notice of whether the report is accepted must be given within 10 days from the date of receipt, and if no notice is given within that period, the report is deemed accepted on the day after the period ends. Machinery for which a type report has been filed can undergo a confirmation inspection, and once it has undergone the confirmation inspection it is deemed to have undergone the new registration inspection.
Required documents
- Construction Machinery Type Report form (or Same-Type Construction Machinery Import Report form)
- Construction machinery specification sheet
- Exterior drawing of the construction machinery
- Documents confirming conformity with the safety standards (test report or certificate)
- Method of disassembly and transport for travel on roads (applicable machine categories only)
- Copies of shipping documents (for a same-type import report)
- Documents proving that after-sales service facilities and technical personnel have been secured (for the first report)
Fees
In the industry, fees for preparing type report and same-type import report documents start from around several hundred thousand won and vary widely with the number of machine models and the condition of the overseas technical data. We will advise you of the fee after reviewing the equipment specifications in a consultation.
Legal basis and review date
- Construction Machinery Management Act, Article 18
- Construction Machinery Management Act, Article 19
- Construction Machinery Management Act, Article 20
- Enforcement Decree of the Construction Machinery Management Act, Article 11
- Enforcement Rule of the Construction Machinery Management Act, Article 44-2
- Enforcement Rule of the Construction Machinery Management Act, Article 45
- Enforcement Rule of the Construction Machinery Management Act, Article 46
Check these first
- Before shipment, first check whether the same type has already been approved or reported in Korea. If the type is entering Korea for the first time, supplementing the technical data takes more time.
