International Conference Planning Business Registration Requirements and Documents — 50,000,000 Won Capital and Public Event Contract Bidding
A business that is entrusted with the planning, preparation and running of international conferences (including seminars, discussion forums, exhibitions and corporate meetings) is an international conference planning business under the Tourism Promotion Act and must register as a tourism business with the city, county or district office that has jurisdiction over its office. The registration standards are capital of 50,000,000 won or more (for an individual, the appraised value of assets used for the business) and an office the applicant owns or has the right to use. The fee for a new registration is 30,000 won, and a change registration must be filed within 30 days when the trade name, representative or office location changes. Some public agencies list this registration as a qualification in event service tenders, so after receiving the certificate the business should also prepare its Public Procurement Service bidding qualification registration.
Procedure
1. Check whether the business must register
An international conference planning business is entrusted with planning, preparing and running international conferences that generate large-scale tourism demand. International conferences include seminars, discussion forums, exhibitions and corporate meetings, so event agencies that want to run forums or academic conferences are usually covered. Operating an international conference business without registration is punishable by imprisonment of up to 3 years or a fine of up to 30,000,000 won.
2. Meet the capital and office standards
A corporation needs paid-in capital of 50,000,000 won or more, and an individual needs assets used for the business with an appraised value of 50,000,000 won or more. The applicant must own the office or have the right to use it, so a leased office is proven with the lease agreement. A corporation should also check before applying that its articles of incorporation and registered business purposes include the international conference planning business.
3. Check disqualification grounds for the representative and officers
Persons under adult guardianship or limited guardianship, bankrupts who have not been reinstated, persons whose registration under the Tourism Promotion Act was revoked less than 2 years ago, and persons sentenced to imprisonment for violating the Act within the last 2 years after completing the sentence or still on probation cannot register. A corporation cannot register if even one officer falls under these grounds. Foreign representatives or officers prepare documents from their home country showing no disqualification, with an apostille or consular confirmation.
4. Apply for tourism business registration at the city, county or district office
Submit the tourism business registration application with a business plan, proof of paid-in capital (for an individual, a list of business assets and supporting documents) and proof of the right to use the office to the city, county or district office with jurisdiction over the office. The official checks the corporate register and real estate register through administrative information sharing. If the standards are met, a tourism business registration certificate is issued, and the fee for a new registration is 30,000 won.
5. Prepare for bidding and file change registrations after registration
After receiving the certificate, align the business registration category, and to take part in public event service contracts, add the international conference planning business to the Public Procurement Service bidding qualification registration. When the trade name, representative or office location changes, file a change registration application within 30 days from the date of the change, and after moving the office it may be filed with the office for the new location. When the business is acquired or merged, report the succession within 1 month from the date of succession.

Check these first
- If the trade name, representative or office location changes and no change registration is filed within 30 days, the registration may be revoked or the business suspended for up to 6 months, and a penalty surcharge of up to 20,000,000 won may be imposed instead of suspension.
