Livestock product processing & distribution
Meat Packaging Business Permit — Workplace Standards and Mandatory HACCP Schedule
To cut, package and distribute meat, you need a meat packaging business permit under the Livestock Products Sanitary Control Act. The building must in principle be for factory use, and a residential building is not allowed. HACCP is being made mandatory in stages by sales volume and applies to all businesses from January 1, 2029, so it is advisable to match the permit drawings to the HACCP standards from the start.
Procedure
1. Check the building use first
The workplace must in principle be for factory use, and in some cases a Class 2 neighborhood living facility is also possible under local government ordinance. A permit is not granted for a residential building, so check the use in the building register before signing the lease.
2. Design the workplace facilities
Separate the raw material storage room, the cutting room and the packaging room, and lay out the movement routes so that cross-contamination is prevented. The workplace must be able to maintain illuminance of 220 lux or more and a room temperature of 15°C or lower.
3. Prepare the drawings together with the HACCP standards
HACCP is mandatory from 2023 for sales of 2,000,000,000 won or more, from 2025 for sales of 500,000,000 won or more, from 2027 for sales of 100,000,000 won or more, and from January 1, 2029 for all businesses. If the permit drawings are matched to the HACCP standards, construction does not have to be done again later.
4. Permit application and item manufacturing report
After the facilities are in place, apply for the permit to the competent city, county or district (si/gun/gu) office and undergo an on-site check. File the item manufacturing report before starting production or within 7 days after starting, and have the basis for setting the use-by date ready at that time.
